Joly admitted Canada was “targeting products that will target states in the U.S.” and being “strategic to put political pressure,” specifically on “key Republican states.” She met Democratic officials in Boston and Chicago ahead of the midterms and linked tariff outcomes to Democratic victories. Ontario Premier Doug Ford pushed for tariffs on “politically significant states” tied to the current administration and ran a $75 million ad campaign aimed at every Republican district. A Liberal MP campaigned for a Democrat in Florida, Canada’s Consul General appeared only with Democratic members of Congress, and Ottawa ran billboards in mostly Republican states.
