1/10 🚨 CBIC has issued 8 GST circulars on 26.10.2026 (Circular Nos. 257 to 264/2026-GST). All were issued under S. 168(1) of the CGST Act.
What's covered:
▪️ 257: Registration guidelines for applicants
▪️ 258: SCN, adjudication and appeal discipline
▪️ 259: Pre-deposit for appeals
▪️ 260: Input Service Distributor
▪️ 261: S. 17(4) for banks and NBFCs
▪️ 262: ITC on demo vehicles
▪️ 263: Export remittances
▪️ 264: Rule 96(10) omission made retrospective

9/10 Circular 264: Rule 96(10)
Following the SC in Goodluck India Ltd. (06.08.2026), the omission of Rule 96(10) is effective retrospectively from 23.10.2017. Pending proceedings must be decided accordingly. The same treatment applies to Rules 89(4A) and 89(4B).
⚠️ Concluded cases where the amount was already paid are not addressed. Any refund claim there faces the S. 54 time limit.

Some suggestions which helps to many for @WinmanSoftware
Add section code filed after section number and link both so selecting any of them other comes auto - while making TDS Payment we always remeber section code so incorporate same in winman software
Import section code from challan when we import challan to software
Wrap section number to 2 line so easy to read, currently difficult to recheck section number as the lenth of text is large
2 Quarter already passed so kindly incorporate this features in Winman TDS software
