Update. She got stabbed twice, once above her eye, and a second in her hand as she sought to protect her head from stabs.

If you actually read the article, it's an ID number to ALL children regardless of religion to ensure they're not skipping schools. The parents of those not going to school are potentially penalised. That's it.
