This has been spoken about, pitched and speculated since 2009.
However where it's funding comes from still remains an open question.
It's estimated to cost between 9 and 16 billion to build.

Nobody could have imagined Tonbridge would have found itself at the centre of the largest ever robbery.
It was today in 2006, when at least six men staged Britain’s biggest ever robbery, stealing £53m from a Securitas depot in #Tonbridge here in #Kent.
The robbery took 7 hours, made national headlines and more than 37 arrests were carried out, in connection with the raid.
Residents in The Slade have started a petition after seeing a huge number of trees felled here in #Tonbridge by @ChurchillLVG please support them.

Our Council Tax bills could rise because Sevenoaks DC has debts of £12m and if a West Kent Unitary includes Maidstone BC it is set to inherit £5m of the debt there.
Tonbridge and Malling and Tunbridge Wells Borough Councils are currently debt free.
