PUBLIC STATEMENT The Death of Abdullah TIRPAN: A Call for Justice, Accountability and the Rule of Law Universal Rights Association (URA) | South Africa 27 October 2026 The Universal Rights Association (URA) South Africa, expresses its deep sorrow over the death of Abdullah TIRPAN, a 73-year-old prisoner who died in hospital on 26 October 2026 following a reported deterioration in his health while in detention in Türkiye. According to published reports, Abdullah TIRPAN suffered from serious health conditions, including diabetes. His left leg was reportedly amputated below the knee, and he was subsequently admitted to intensive care. His death raises serious concerns about the protection of seriously ill prisoners, access to timely and adequate medical treatment, and the responsibility of authorities to safeguard the lives and dignity of people in their custody. @adalet_bakanlik @TBMMresmi @barolar

International standards require meaningful action International human rights monitoring bodies, including the Council of Europe’s Committee for the Prevention of Torture and the United Nations Committee against Torture, have raised concerns relating to detention conditions and safeguards against ill-treatment in Türkiye. These broader concerns make it important to strengthen independent oversight, ensure access to adequate healthcare and investigate credible allegations of abuse or neglect. Such reports do not, by themselves, establish responsibility for Abdullah TIRPAN’s death; the specific circumstances must be independently investigated.

URA calls on the Turkish authorities to: Ensure an independent and effective investigation into Abdullah TIRPAN’s death. Examine the adequacy and timeliness of the medical care provided and the decisions concerning his continued detention. Guarantee appropriate healthcare for seriously ill, elderly and disabled prisoners, based on individual medical assessments. Implement European Court of Human Rights judgments in good faith and take effective measures to remedy systemic violations. Strengthen judicial safeguards, accountability and access to effective remedies in accordance with international human rights obligations. The Universal Rights Association believes that preventing future tragedies requires more than expressions of concern after a death has occurred. It requires effective protection, independent oversight, accountability and respect for the rule of law. The authorities must ensure that every person deprived of liberty is treated with dignity and that serious concerns about their health and safety receive timely and appropriate attention. The Universal Rights Association calls for justice and accountability in the case of Abdullah TIRPAN and urges the Turkish authorities to uphold their international human rights obligations. The first picture was taken during her studies at Harvard. Pillay later became the first non-white female judge of the High Court of South Africa.
