ENCAMPMENTS: The St. Paul City Council appears poised to adopt the $10.85 million, three-part plan we wrote about last week that would install a 60-day notification and outreach period before a homeless encampment is closed. It calls for an indoor tiny home village, like the Avivo model that opened in St. Cloud and the North Loop. “If St. Cloud can do something, I think St. Paul can,” says Council Member Cheniqua Johnson. Council Member HwaJeong Kim says there were more than 400 blankets distributed at the Randolph/Shepard site. That’s a lot of people who came over from the Pig’s Eye site, the last known whereabouts of her own brother-in-law. “If this is not a successful path, then we are committed to finding another,” says Council Member Saura Jost, noting doing nothing is not an option. “I know what it feels like when city enforcement orders your family to leave and you have nowhere to go,” said Council Member Anika Bowie, and this resolution “helps rebuild public trust.” Ramsey County has some hesitation on St. Paul approving a plan involving the county without its internal discussion and buy-in.
