Rosewita Katsande, ZIMCODD Board Chairperson called for greater transparency, accountability and parliamentary oversight in Zimbabweโ€™s resource-backed financing arrangements. In her closing remarks, she emphasised the need to disclose loan amounts, interest rates, repayment conditions and the natural resources committed to secure financing. She also stressed the importance of protecting mining communities, ensuring that resource-backed loans deliver lasting economic and social benefits, and strengthening regional cooperation towards a SADC Common Position on Resource-Backed Loans. โ€œOur natural resources must not only finance todayโ€™s development needs but also secure the prosperity of future generations.โ€ #ZIMCODD #FES #DebtJustice #ResourceBackedLoans #EconomicJustice

LIVE | Stakeholders from government, Parliament, civil society and the economic research sector are debating Zimbabweโ€™s approach to Resource-Backed Loans (RBLs) at the Zimcodd and Friedrich-Ebert-Stiftung Zimbabwe breakfast meeting in Harare. Janet Zhou, Executive Director of AFRODAD, questioned whether Zimbabwe needs more resource-backed loans when the country is already in debt distress, limiting its borrowing and negotiating power. She called for greater focus on value addition rather than exporting raw minerals to generate more revenue from natural resources. Mrs Tinarwo, Office of the President and Cabinet, stressed the need for careful consideration before entering into these agreements, given their high costs and long-term implications. Dr T. Zivengwa of Nexus Economic Research and Advocacy (NERA) challenged stakeholders to ask whether these loans constitute good debt or place future generations at risk. He also raised concerns about illicit financial flows, low royalty contributions, tax holidays for private mining companies and the limited public benefits from Zimbabweโ€™s mineral wealth. Dr Ronald Chipaike of the Centre for Natural Resource Governance (CNRG) highlighted the burden borne by mining-affected communities, who often face environmental degradation, displacement and limited benefits despite living alongside valuable natural resources. Hon. Madzivanyika, Member of Parliament, emphasised the need to strengthen Parliamentโ€™s capacity to scrutinise complex loan agreements, calling for greater transparency and accountability in public borrowing. ZIMCODD is participating in the Training of Gender and Faith Network (GFN) Members on World YWCA Signature Tools. Day One of the Rise Up! Transformative Leadership Training of Trainers focused on human rights, feminism, power, empowerment and transformative leadership. The Human Rights-Based Approach and the PANEL principles, Participation, Accountability, Non-discrimination, Empowerment and Legality, helped us reflect on what meaningful participation and accountability really look like. A key question throughout the day was: Who has power? Who makes decisions? Who controls resources? Who gets to speak? Who is missing? We also explored how faith communities can become more than spaces for regular meetings. With existing womenโ€™s groups, youth groups and fellowships, they can be spaces for communities to identify issues, organise, claim their rights and influence change. Transformative leadership is about shifting power, creating space for excluded voices and supporting communities to use their collective power to drive lasting change. #ZIMCODD #TransformativeLeadership #HumanRights #GenderJustice #SocialAccountability #RiseUp

What does social and economic justice look like beyond the words? For 2025 SEJA alumnus Tanyaradzwa Amos Jeche, it became real during a session in Nyanga, where debt figures on a board helped connect policy decisions to the everyday realities people face. His experience is a reminder that leadership is also about creating space for people to participate in decisions that affect their lives. Applications for SEJA 2026 close in 2 days. And what happens when critical minerals become tied to public debt? At #ZAMI2026, Rev. Dr. John P Maketo , ZIMCODD Executive Director, presented the new research: ๐Ÿ“š Resource-Backed Loans and Critical Minerals in Southern Africa: A Comparative Study of Zimbabwe, Zambia, Mozambique, Angola, South Africa and Namibia. The study examines the evolving relationship between resource-backed loans, critical minerals, public debt management and sustainable development across six Southern African countries. The research finds that while resource-backed loans can unlock infrastructure and investment where conventional financing is difficult to access, they can also commit future public revenues, increase exposure to commodity-price and exchange-rate risks, create hidden liabilities and weaken fiscal sovereignty when agreements are opaque or fail to generate lasting public value. The study also shows that the region is moving beyond the traditional oil-backed financing model towards a wider mineral-finance-infrastructure-geopolitics nexus, driven in part by the growing global demand for critical minerals. Among its recommendations, the research calls for a SADC-level responsible resource-backed financing framework that strengthens disclosure, parliamentary oversight, debt sustainability testing, independent resource valuation, SOE accountability, community protections and safeguards for public revenues. ๐Ÿ“– The research is now available.
