A global just transition requires more than the phrase “transitioning away from fossil fuels.” It requires equity-based parameters that define how fossil fuels are phased out - and how renewable, nature-positive, people-centred energy systems are phased in.
For Africa, justice must guide this shift. The transition must address supply & demand, protect livelihoods, and uphold development priorities.
The #EU has a key role in maintaining ambition and supporting actionable, equitable measures in its relations with African countries.
Together with @FEPS_Europe , PACJA is convening a hybrid seminar to examine:
• The EU’s role in supporting Africa’s clean energy transition
• African aspirations in the global energy shift
• Reflections from COP30 and pathways toward COP31 & COP32 (Ethiopia)
• Implementation outcomes from the 2nd Africa Climate Summit and the 7th EU-Africa Heads of State Summit

#COP30 may be over, but the fight for climate justice isn’t.
The world is now off track to limit warming to 1.5 degrees celsius and rich countries still refuse to deliver the climate finance they owe.
The fight doesn’t stop here. Let’s keep up the pressure!

Yesterday, PACJA—represented by Charles Mwangi—delivered the keynote address at the opening of the Pan-African Parliament’s Technical Consultation on the Draft Model Law on Climate Change, held at the National Assembly of Djibouti.
The three-day consultation (7–9 December 2025) is a significant milestone in the continent-wide effort to craft a unified, justice-driven legislative response to climate change.
The session was officially opened by Rt. Hon. Dileita Mohamed Dileita, Speaker of the National Assembly of Djibouti, who underscored the importance of the initiative jointly led by the Pan-African Parliament (PAP) and #PACJA. He emphasized that “concerted and synergized efforts are always needed to minimize the negative impacts of climate change.”
The meeting is chaired by Hon. Abdallah Barakat Ibrahim, Vice-Chairperson of the PAP Committee on Rural Economy, Agriculture, Environment and Natural Resources. Speaking on behalf of the PAP President and Bureau, he welcomed participants and clarified the core purpose of the consultation:
“to engage consultants and key stakeholders to define the scope, structure, and substantive elements of the Pan-African Parliament Model Law on Climate Change.”
As the institution leading the technical development of the Model Law, PACJA reaffirmed in its keynote address that this process represents a strategic opportunity to strengthen Africa’s climate governance architecture, enhance coherence across national policies, and reinforce Africa’s negotiating position at global climate forums.
The drafting framework currently under review will form the backbone of a harmonized legislative tool intended to guide AU Member States toward robust, equitable, and accountable climate action.
PACJA remains committed to supporting inclusive, evidence-based, and people-centred legislative processes that advance climate justice across the continent.
