NEW: Rosneft deep dive by Bloomberg News
+ Officials at Russia’s largest oil producer are concerned that even a few more months of the war with Ukraine could leave lasting damage across the business.
+ One of Rosneft’s biggest refineries, Ryazan, has been shut for more than half the time since it was first hit by Ukraine in May and has run well below full capacity when operating, according to damage assessments seen by Bloomberg.
+ Another, Syzran, has spent much of the past six months either completely shut or operating at less than a third of capacity, according to data reviewed by Bloomberg. The Tuapse refinery has been offline since April.
+ Ukraine is conducting repeat strikes on the refineries as soon as repairs are completed or nearing completion. The need to repeatedly repair damaged equipment is straining operations and causing costs to pile up to levels that Rosneft officials have privately warned cannot be sustained long-term.
+ Some plants have deliberately slowed repairs as a result, stretching work that should take days into weeks, according to people familiar with the matter.
+ Efforts to protect the facilities with shipping containers, nets and steel cables have proved ineffective against swarms of drones, company plans show.
+ The damage is particularly difficult to repair when strikes hit complex secondary units, whose parts would previously have been sourced from the West. It means relying on Russian-made copies and Chinese imports that can take months to obtain and are not always compatible with existing machinery.
+ It’s put Rosneft into financial trouble. Even before the ramping up of Ukraine’s drone campaign, the company saw a “perfect storm” for its finances. Since then, its profits are down and debt is rising despite what should have been a big windfall from the Iran war.
+ Moscow Credit Bank, which is linked to Rosneft, is showing signs of distress with $8 billion of problem loans. It highlights how both Russia’s energy and banking sectors are coming under strain at the same time, a dynamic causing concern to Russian finance officials.

European Defence Commissioner Kubilius just told me that there should be a collective NATO-wide military response to Russia bombing European factories.
“if Russia were to hit factories in the European Union, that would be article 5”

As the UN General Assembly kicks off in New York this morning and world leaders gather to discuss many of the most pressing global challenges, I am watching outside my central Kyiv apartment window as Russian drones attack the Ukraine's capital and its dwindling air defenses struggle to intercept them. There have been numerous explosions in the past 10 minutes.

It seems Icelanders have decided not to open membership talks with the European Union.
With one constituency left to declare it’s looking like - roughly - 52% for no and 48% for yes (final results tbc)
Iceland voted no even without knowing what deal it could get from Brussels
Iceland really is breathtakingly beautiful.
Icelandic people are heading to the polls today, here’s why:

I've seen a document in which the US asks allies a series of unusual questions - sample questions and link below

We were rushed to a bomb shelter in Kyiv alongside European Commission President Ursula Von der Leyen earlier today as a Russian drone flew over the city.
Two more drones were in the skies above Kyiv as we left the city.

I just saw a Washington DC national guardsman collapse from the heat at the Great American State Fair on the National Mall.
With the parade cancelled - it’s clear organisers didn’t anticipate the heat.
With virtually nowhere set up to sit in the shade - I’ve seen several visitors struggle and seek shelter in technical areas.
Older visitors and police/military in tactical gear are really struggling out here.

KELLOGG: Who is advising Trump on Putin? His son-in-law Kushner and his envoy to Russia, Witkoff. What is their diplomatic background? What they've actually done? They’ve sold real estate. This is not a business deal. This is conflict. You have to understand conflict management.

Tomorrow the European Commission will propose blocking Ukrainian men of fighting age from getting refugee status in the EU.
This as Ukraine continues to struggle with manpower issues.
Officials told me they expect the measures to be signed off by member states in weeks but fear a rush of men leaving Ukraine until then - prompting some member states to take their own measures.
Crucially - this will not apply to men already in the EU.
