When you align the Seven Havens with the old geography, the layout makes total sense: Infrastructure collapsed, not necessarily the landmasses: The Cataclysm destroyed cities, ecosystems, and agriculture, but the continental plates might still be completely intact under all the sand and storm clouds. The Spirit Portals are missing: Unless Korra somehow closed them before the end, why aren't the portals marked on new maps? They should be completely indestructible landmarks. Migration forced strategic deals: The Air Nomads and Water Tribes likely abandoned frozen poles and isolated peaks due to post-disaster food scarcity. Trading sky bison transport for shelter in New Ba Sing Se or fleeing to self-sufficient Fire Nation havens was pure survival. Once the Cataclysm clears, will we see the classic ATLA/LOK map revealed underneath or did the world's physical shape permanently change?
