Civil Jihad: From an Armed Underground Movement to the Israeli Knesset How does a man who helped establish a terrorist organization become the leader of an Islamic movement seeking to integrate into Israel's political institutions? To understand today's Islamic Movement in Israel, we need to go back to the late 1970s and Sheikh Abdullah Nimr Darwish, a native of Kafr Qasim and the founder of the Islamic Movement in Israel. Darwish was influenced by the ideas of the Muslim Brotherhood, a movement founded in Egypt in 1928 that views Islam not merely as a religion, but as a comprehensive system intended to shape society, law, and government. The Muslim Brotherhood has raised serious concerns among several Arab governments. In Egypt, the United Arab Emirates, and Saudi Arabia, it has been designated a terrorist organization, partly because authorities view its activities as a threat to political stability and their rule. But Darwish did not limit himself to spreading the Muslim Brotherhood's ideas or establishing religious institutions. In 1979, he helped establish an underground organization called Usrat al-Jihad, or "The Jihad Family." Behind this name was an armed underground group that sought to establish an Islamic state in place of Israel. Its members acquired weapons, carried out acts of sabotage, and were also involved in the killing of an Arab suspected of collaborating with Israel. In 1981, Israeli security forces uncovered the organization. Dozens of its members were arrested, including Darwish, who was sent to prison. It was during his imprisonment that a turning point occurred, one that would shape the future of the Islamic Movement in Israel. Darwish came to the conclusion that armed struggle against the State of Israel was not the right path. Rather than confronting the state from the outside, he chose to operate within it, through legal means. He did not abandon political Islam, but he changed his methods: instead of weapons and underground organizations, he turned to education, mosques, welfare institutions, community activities, and eventually participation in elections. Darwish described the situation of the Muslim community in Israel through a striking metaphor: "We are living inside the belly of the whale." The image recalls the story of the Prophet Jonah in the Quran. For Darwish, the question was how to operate and exert influence from within a reality that could not be changed by force. And so, what began with an underground organization called "The Jihad Family" later evolved into an approach that scholars describe as "Civil Jihad." In 1996, when the Islamic Movement split into two factions, the Southern Branch chose to participate in elections to the Israeli Knesset. Not jihad through armed combat, but a form of civil struggle given religious significance: operating within the political system, influencing society, and strengthening Islamic identity and institutions. The Northern Branch, led by Sheikh Raed Salah, opposed participation in Knesset elections. And if the Southern Branch sounds familiar, it is because it gave rise to Ra'am, the political party currently led by Mansour Abbas. Does the transition from armed jihad to civil jihad reflect a genuine change in worldview, or merely a change in the methods used to achieve the same goals? #Israel #muslim_brothehood

@JonathanMajburd
