Cleared Counterparty - The eligibility fact in front of any transaction.
The GENIUS Act sets a federal framework. It doesn’t answer the live question before a transaction: is this counterparty still eligible? Stablecoins move in seconds. “We checked last quarter” moves a lot slower and isn’t an audit trail.

We clear on facts. Not on files. Verified-only quote is a good sentence. It is not a case file. Compliance is moving from repetitive paper packs to application-layer credentials. Onboard once. Carry a verified fact across funds, wallets, and venues. Ask permission before the transfer, not forgiveness after settlement. The related rules are BSA, AML/CFT, sanctions they do not require putting the full customer file on a public ledger. They require a live eligibility answer the rail can read: pass, fail, or refer. Policy version. Expiry. Hashes that point at the vault. Proof without exposing PII, trade size, or strategy. The quote path reads that fact. It does not re-run a bureau on every quote. Latency belongs to the cache. Diligence belongs to onboard and monitoring. We do not need a new token. We need the credential before the quote.

One status. Every gate. Revoke once. A sanctions hit on Friday should stop Monday's settle on every participant — not on the one desk that read the email. Static KYB at onboard does not survive ownership change, expiry, or a list hit. Append-only monitoring events do. Expired, failed, or missing facts reject the quote. That is the network kill switch. It is why the product is a sealed fact, not a PDF in a shared drive. Cleared Counterparty. The eligibility fact in front of the quote.

Stablecoins move value. Tokenized assets still need a market that knows who may trade them. Issuing a token answers one question: what asset is represented, and under what offer or disclosure rules? It does not answer whether a particular buyer may acquire it, or whether a seller may transfer it to that buyer. That is the gap between issuance and secondary-market liquidity. For institutions, onboarding can still take days and depend on manual business verification. More token supply cannot fix a process that has not established counterparty eligibility. The practical test comes when a quote is made: can the venue check eligibility then, explain the decision, and carry that decision into execution? MiCA distinguishes white-paper duties from the duties of crypto-asset service providers. Neither substitutes for a clear, current eligibility decision at the point of trade. If eligibility is checked only at onboarding, what happens when the trade arrives?

$20 billion in KYB spend still will not clear a trade. @juniperresearch puts financial-services KYC/KYB systems spend near $20B in 2025, rising toward $30.5B by 2030. That budget covers entity screening, onboarding, and compliance checks. What it does not do is decide whether a counterparty is eligible to trade, settle, or access a venue at the moment of execution. The decision trace timestamped as permission. Verification is not authorization. Clearing needs a current, provable eligibility fact the workflow can read.

Big market. Wrong layer. KYB spend proves demand for verification but it does not solve execution-time eligibility. If a stale or missing fact cannot stop a quote, where is that control enforced today? cleared.blockskunk.com

Seventeen U.S. banks are building a tokenized-deposit rail for 2027. That means seventeen institutions need a reliable way to agree who is eligible to participate, clear, and settle on shared rails. The Clearing House Payments Company selected Quant Network for its On-Chain Money Initiative, with availability targeted for 1H 2027. Reporting described a seventeen-bank group. At that scale, counterparty eligibility stops being an internal ops file and becomes shared market infrastructure. That is the gap BlockSkunk is built to address: one governed counterparty record, visible status changes, and shared verification across authorized participants. If each institution manages that roster in its own spreadsheets, portal flags, and bilateral packs, the market recreates the same onboarding drift it was supposed to remove. That is the job Cleared Counterparty is built for: seal the roster once, govern changes visibly, and let every authorized participant verify the same counterparty status without inventing a new list for every new rail.

GENIUS does more than ask issuers to certify the program. It raises the bar on evidence. A screenshot can show a moment in time, but it does not show who made the decision, which policy was applied, what controls were checked, or whether the record can be reconstructed later. That distinction matters because compliance is not just a declaration, it is a provable chain of decisions, artifacts, and accountability. If an examiner asks how a certification was reached, the answer has to survive beyond a dashboard view. It needs the underlying policy, the approver, the hashes, and the location of the source material. Cleared Counterparty is built for that exam story. It helps firms keep counterparty evidence in a shared, verifiable record so the same facts do not have to be rebuilt, rechecked, and re-explained every time a new relationship, review, or audit comes up. AI power buildouts and mineral supply chains are creating strange neighbors. Energy developers, manufacturers, logistics firms, equipment vendors, and specialty suppliers now sit closer to defense work than they may realize. That does not mean every one of them is suddenly in a defense assessment. It means the scope question needs more care. A company can support infrastructure that matters to national security and still have no CMMC obligation. Another company can look ordinary from the outside and still receive covered defense information through a subcontract. The difference is not the headline. The difference is the contract and the data. CMMC reaches past the plant when the defense obligation reaches past the plant. It follows covered information into systems, workflows, people, and suppliers. It does not follow every industrial asset just because the asset is important. Over-scoping burns budget and slows the business. Under-scoping creates false confidence and leaves sensitive contract information exposed. Both mistakes begin with the same habit: using sector labels as a shortcut for evidence. Do not start with the label. Start with the flow-down. Read the contract. Identify the information. Map where it lives. Then decide which systems and teams belong in the readiness story. Contract and data set the boundary. Sector labels do not. blockskunk.com/solutions/cmm…

90 days. $2,274. That is Fenergo's 2024 banking average for a corporate KYC review — cost and calendar. Industry baseline. Not a Cleared Counterparty measurement. The expensive part is rarely the first registry pull. It is the second, third, and fourth review of the same institution at the next venue. If quote volume dwarfs onboard count, meter the sealed subject and the material-change event. Do not meter another KYB seat as if that were the clearing product. At 90 days and $2,274 a review, the second KYB of the same institution is not compliance. It is duplication. #ClearedCounterparty #KYC #Banking #OperationalEfficiency

FATF is the Financial Action Task Force — the intergovernmental body that sets global standards against money laundering and terrorist financing. Most countries turn those standards into local law. Banks and clearers treat them as the baseline. One of those standards is Recommendation 17: Reliance on third parties. In plain English: when you must know your customer (customer due diligence, or CDD), you may use work a regulated third party already did, for parts of that check instead of rebuilding the same company file from scratch at every venue. Two conditions stay. You remain responsible for the relationship. And the identification data behind the check must be available immediately if someone asks. That is the legal shape of “members don’t rebuild the same Ltd file at every venue.” You still own the risk. You stop pretending the only proof is another full KYB pack. Correspondent banking built shared questionnaires because bilateral packs do not scale. Digital clearing is inventing the same spreadsheet again. What reliance looks like in operation is a shared attestation a gate can read: decision, policy version, screen result, allowances in one status, revoke once, every member sees it. Not a shortcut around liability. See a live example: cleared.blockskunk.com/seals… That receipt is a VERIFIED PASS under a named policy. It shows an OFAC SDN Advanced screen came back clear. It states what the pass allows on that network — here: bid, inject, offtake. An examiner can verify the sealed decision and digests. The counterparty legal name never appears on the page. That is the Disclosure Boundary. FATF already allowed you to stop re-KYB. You still re-KYB.

Keep the files. Share the proof. That should be the default posture for sensitive contract information. Too many readiness workflows assume the evidence package has to travel as a pile of files. Screenshots move. Exports move. Spreadsheets move. Soon the proof of control becomes another uncontrolled data set. That is backwards. Sensitive contract data should stay where it belongs. The receiving party usually needs confidence that evidence exists, has not changed, and supports the claim. They do not always need the underlying file in their inbox. Hashes help separate those jobs. A hash can prove that a specific record existed in a specific form at a point in time. If the record changes, the hash changes. The proof can travel without moving the contents. That does not remove assessor judgment. It makes the assessor’s job cleaner. They can ask for the record when needed. They can verify that the file presented later matches the proof shared earlier. The sensitive material stays under tighter control until disclosure is required. For CMMC and NIST 800-171, that matters. Readiness is not only about having controls. It is about showing control over the proof itself. Keep the files. Share the proof. Let assessors decide what needs to open.

Safe settlement cash answers what moves. It does not answer who may stand on the other side. That second question is the perimeter. Who may quote, settle, or hold — under which policy version — and whether the answer is still live at the hour of the trade. Banks kept that list inside the account for a long time. A new ledger does not inherit the account. Know-your-business done in one building and stored as a flag dies at the next door. Cleared Counterparty is not another review. It is the sealed eligibility fact in front of the quote. Decision. Policy version. Hashes. One status every gate can refuse on. Revoke once. The tokenized share of core markets is still tiny. Until membership travels as a fact — not a rumor in admin — the perimeter stays private copies.

Atomic settlement is a beautiful property. Both legs, or neither. The contract does not leave a half-payment standing. A programmable rule can hold the settlement until a condition is true, and then fire itself. Hold the applause one second. Both legs or neither is a property of the transfer. Eligible is a property of the parties. A rule that fires by itself still has to read something true. Who the counterparty is. Which policy version cleared them. Whether the check is still inside its life. If the condition is a boolean labeled KYB'd, the atomic transfer will faithfully settle a stale flag. Programmability is only as honest as the fact it is programmed to read. The eligibility fact in front of the quote. Then the legs may move together. cleared.blockskunk.com

CMMC stands for Cybersecurity Maturity Model Certification. It is how the U.S. Department of Defense checks whether contractors and subcontractors protect certain information tied to defense contracts. That means the first question is not “How many controls have we completed?” It is “Which contract information do we hold, and where does it live?” A company can run critical infrastructure and still have only one small defense enclave in scope. It can also receive the obligation through a subcontract flow-down. The contract and the data set the boundary. The sector label does not. blockskunk.com/solutions/cmm…
