A Russian military intelligence officer covertly entered the Addis Ababa residence of African Union Commission Chairperson Mahamoud Ali Youssouf in April 2025, according to an investigation by The Insider published on 23 October 2026.
Identified through CCTV footage and facial-recognition analysis, the intruder was Major Aleksandr Dubikov, then assistant to Russia’s military attaché in Ethiopia. Dubikov slipped through the gate as a car carrying Youssouf’s daughter entered, went straight to the chairperson’s bedroom and stayed inside for more than four minutes. Security personnel mistook him for a VIP who had lost his way.
According to the investigation, Dubikov is linked to Russia’s military intelligence agency, the GRU, and was in frequent contact with a hacker associated with the GRU’s cyber unit known as “Sandworm.” The revelations come just days before Russia hosts the third Russia-Africa Summit in Moscow on 28-29 October.
