Wales has changed the limit that applies on "restricted roads" where lighting is closer than 200 yards. On restricted roads, you have a sign where the limit changes, and a reminder where enforcement happens. Anything else is a repeater, and default limit repeaters are illegal.
TSRGD 2016 Sch.10 pt.4 dir.2, as amended by TSRGD(W) 2023: 2. This sign must not be placed as a repeater sign whereโ€” (a)in relation to England, the road is subject to a maximum speed limit of 30 mph and has a system of carriageway lighting; or (b)in relation to Wales, the road is subject to a maximum speed limit of 20 mph and has a system of carriageway lighting.

They probably should. So many people in so many places making the rules without any real scrutiny. Does anyone really know who this "Grant Shapps" person is? Sounds like a made-up name. Looks an awful lot like this Michael Green chap.
