We are even taking it to a next step by adding an AI helper. We give it the project brief and select the target version, it returns the full list of OCA modules required for the project and flag which modules are not migrated yet but do exist in older versions.
The app we are developing does exactly that for the exact same reason you are explaining. We had the same problem. Is module X ready version Y? It took so much time to explore every time.
it's a quick way for people to understand what changed today or yesterday in their odoo version and see if eg a bug they experience today could be a cause rol an update that odoo pushed yesterday.
Because odoo itself does not publish any roadmap nor changelog
That's not what we are building and not even related. The platform we are building turns every PR from odoo/odoo and odoo/enterprise into a summary any non-technical user can read and understand and also aggregates all the data based on odoo version and types (fix, security, ...)

We've added support for private GitHub registries.

this should help people quickly understand the changes in a given Odoo version, what's new, security issues, etc... currently 64% of all ~200.000 PR's been processed. Hopefully we can launch this soon and share it with the community so everyone can take advantage of this :)
Im also working on a similar project here, including an option with AI to recommend the right OCA modules based on a project briefing.
And one project that is indexing and summarizing the entire Door Community + Enterprise repos PR's to generate a comprehending changelog.
