This is hugely embarrassing for the Treasury & HMRC who ignored all the warnings about the chaos that the flawed #IR35 #OffPayroll rules would cause. With a huge Government department ending up in this astonishing situation, it’s time for a review & rethink.

A very powerful report by @EmmaAgyemang in @FT on the scandal of rogue #umbrellacompanies putting unwitting people into tax avoidance schemes. As our report in April made clear, Government action is needed to stop this. #LoanChargeAPPG #StopTheUmbrellaScams #FairUmbrella

'Causing thousands of bankruptcies makes no sense at all.' I'll take a look at this when I return to work. #loancharge
Following recent revelations about the #LoanChargeDebacle we’ve written to the Prime Minister & Chancellor. HMRC cant find legal analysis to justify pursuing individuals not employers. The law was NOT clear til 2017. Time to resolve the #LoanChargeScandal loanchargeappg.co.uk/wp-cont…

The only thing that seems to make the government react is the thought of taxing people more - which is the wrong motivation, says @ClaerB. "People want to pay the right amount of tax, they don't want to be forced into these schemes (like the Loan Charge)."

I will be happy to discuss the loan charge with anyone who wishes to hear it. Be warned: the facts will shock anyone who thinks that UK Government is a beacon of light and virtue.

If I ever thought that it was impossible to encapsulate the gross unfairness of the loan charge in a single tweet, perhaps I've now proved that it can been done, with a few characters to spare. Of course, a bit of context might be of assistance. If @gbnews want more, just ask me.
@gbnews - Here is my question for the CX. Even if contractors were knowing participants of an aggressive tax avoidance scheme (a premise I do not accept), why have they (and not the more wealthy tax avoiders) been targeted by a tax charge designed to negate their appeal rights?

Excellent column from @OpinionYP. When hard questions need answering, the Treasury response rarely comes directly from Rishi Sunak. This has been a marked feature of the #loanchargescandal, for example. #LoanCharge

Absolutely. The @loanchargeAPPG has warned that thousands of honest people face ruin. How does that serve the public interest? #loanchargescandal
The government's catch up plan is insufficient, like it's response to the Loan Charge.

My new comment piece - Umbrella companies which operate in the shadows must be hauled into the glare of unfiltered scrutiny. A Government spokesman told me: "The new body will include umbrella companies in its remit." #loancharge yorkshirepost.co.uk/business…

It is my view that no-one at HMRC seriously believed that it was possible to transfer liability in such a way and that is why the loan charge was invented.

HMRC thought that they had discretion to release an employer from its PAYE obligations and thereby magically transfer liability for any unpaid PAYE onto the unsuspecting employee. Hoey confirms that they have such a discretion but it cannot be used to transfer liab to employee.
