Reminder: the dev fund expires in ~2 years, and there’s no guarantee of future price levels.
That said, ZIP 1016 was written for a different moment and never meant to be permanent. With Zcash’s success it has become large and contentious.
Maybe the time to retire it is NU8, ending all protocol funding streams. The remaining lockbox balance could go to NSM, and/or a one-time endowment for legal defense of Zcash developers.
I’ll write a ZIP for discussion.
This is a strong case against the dev fund. Thank you, @maxdesalle, for a well-reasoned essay and the honest public dialogue. I helped end the last model and proposed the current one, so I'm adding history and context.
Disclosure: I opposed the direct funding model (2020-2024). Hard-coding ECC and ZF addresses into the chain was inappropriate for a public good. It also created perverse incentives, as we were funded regardless of performance. Funding isn't bad, but funding without accountability or a community voice is ineffective and inappropriate.
So I decided we would not receive funds from any new dev fund that continued that legacy, effectively ending the model. In February 2025, I proposed the C&C model as its successor (forum.zcashcommunity.com/t/p…), which I codified into ZIP 1016 (zips.z.cash/zip-1016). The community adopted it through its polling process. ZODL has submitted an application to fund our Zcash core development work (not wallet work).
You argue the fund purchases the silence of those best placed to evaluate it. A counter is that I/ECC, as the dev fund's largest direct recipient, argued against the model that paid us (our only revenue source), and walked away. Criticism from the funded is possible; it just costs something.
I'm not advocating for or against its end, and we agree on many points. The current model has a termination date baked in, about two years from now. At that point, proponents must justify renewal or something to replace it. Coinholders can effectively halt disbursement today, because funds move only if they affirmatively vote to disburse them.
Coinholders decide if any funds are disbursed at all, based on what they believe has already delivered value. By default, nothing is funded. Retroactive funding pays for shipped work already in use and delivering value. “Value always reveals itself.”
The model was intended to bring balance and distribute power. Power was previously too concentrated. The result is more bicameral. My other proposal allowed for competition among grant-making bodies, but it didn't win: forum.zcashcommunity.com/t/p….
The funding model was also intended to support projects that don't have access to power or capital. The challenge with patronage and VCs is that they get to play kingmaker. Often only the already-connected get access. Funders can also influence governance by paying the teams they want to see win. The grants model opens the door to anyone. That's egalitarian rather than limited to those with the connections and ability to raise money.
Signal is referenced as the positive example of patronage. However, Signal relies on donations and some revenue from backups, is not currently self-sustainable, and depends on a single benefactor to keep the project alive and true to its mission. A decade in, with a world-class product, it still hangs on one person.
Funding can shape governance either way. Well-funded teams influence the direction of the software, whether the money comes from whales, patrons, or a fund. Off-chain, that influence is invisible, but with coinholder polling, at least the values expressed are transparent.
And yes, nothing in the ZIP restricts anyone from voting their own coins. It’s by design. Restricting coin-based voice isn't enforceable, and at least this influence is visible. And the model is time-boxed so that we can reevaluate and reassess ahead of any arguments for renewal.
Again, the funds don't have to be granted. They could be held in perpetuity. Someone might propose returning them to circulation, or reserving them as a long-term security budget, which speaks to your security concern as issuance declines. If you believe disbursement should end, that case can be made to coinholders, who can then decide to disburse funds or not.
Lots of people missed this, I think. Soon, @vizorwallet will have quantum-unlinkable swaps, and it doesn't need to wait for a network upgrade. Yet another way it leads the privacy frontier of Zcash right now.
If your Zcash wallet uses NEAR Intents, each swap you make adds your shielded address to a public ledger. A quantum computer could use this to link all your payments that share the same key.
In Vizor, each swap will get its own key to prevent this.

ZCG paid $5.76M over five years to build Zcash Shielded Assets (ZSAs).
Coinholders then voted 98.6% against them earlier this year.
What did ZCG do afterwards? Approve another $455K for ZSAs back in June.
Make it make sense.
It's time to turn off the ZCG funding stream.
ZCG has over $125M in funding, and will receive millions more before the spigot is turned off. The program was never designed to handle this amount of funding.

Zcash Community Grants has an abysmal record.
1) QEDIT - ZSAs which were voted down.
- ZCG is still funding this. Graft.
2) Hanh - good work but god is the UX awful.
3) Airdrops for Awa and Adrian’s PoS projects that went to zero. Zooko publically backed. $1.4M burned.
4) Tor - way over priced but ok
5) Zingo Labs - Zookos brother - unseable code.
6) Nighthawk Wallet - went to zero.
7) Zcash documentary where Zooko primarily monologues. 1M how is that even possible.
8) Least Authority is black listed as an auditing firm by many. Zookos old company.
9) ZEChub - Wordpress site form 2000s
10) PGP - no opinion on policy
11) Zcash Brazil - lot of money would have to see deliverables
12) Sex trafficking
13) ZECwallet - Dead
Mostly misallocated capital if not graft.

Imagine a state where you pay taxes but don't get to vote on how it's spent.
That's Zcash today with ZCG.
Every block, coinholders are diluted to fund a committee they can’t elect.
Coinholder funds should be coinholder controlled.
I love Jason. I can explain the outrage.
Given the state of CrossLink, it is not a proposed upgrade. Both words mattered. Not one of them.
It made everyone think, that Zcash is moving to Hybrid PoW/PoS, when it's not the case.
Like I said, I love jason. I understand how people perceive things. Especially about Zcash.
It'd would been fine if there was an active ZIP or broader consensus around it.
I’m confused by the outrage from certain people around Crosslink. At this point, it’s an R&D effort. There’s no activation proposal or ZIPs, and it isn’t on the mainnet roadmap. It’s a prototype design that we’re testing and iterating on.
Research and experimentation are good for Zcash. Permissionless innovation means people can explore ideas without first securing everyone’s agreement, and the Zcash community should encourage that. Good-faith debate is how Zcash improves, and we welcome scrutiny of Crosslink’s design, assumptions, and tradeoffs.
We’re working on Crosslink because we think stronger protection against reorg and rollback attacks may be a necessary security upgrade for Zcash at some point. AI or other forces could eventually challenge the security assumptions behind PoW, and our thesis is that a hybrid model may offer stronger security than either pure PoW or pure PoS.
Shielded Labs’ mission is to protect the long-term security of Zcash. It’s a common theme across all our projects, including Crosslink, the Network Sustainability Mechanism (NSM), and Epoch. We also demonstrated that commitment by bringing on Taylor Hornby as a security researcher to use AI tools to identify potential vulnerabilities, which uncovered the Orchard counterfeiting bug. We want to address potential risks before they become urgent, and recent events have shown the value of being forward-looking.
The burden of proof is on us. If we want Crosslink included in a future network upgrade, it’s our responsibility to demonstrate consensus. But that’s still a long way off. For now, we’re focused on improving the design, incorporating user feedback, and working toward a production-ready implementation for the community and coinholders to evaluate.
There’s still a lot of work to do before we’d propose Crosslink for mainnet, and we plan to run it on testnet for an extended period of time. If you disagree with Crosslink, challenge the design and help us understand what we’re missing. We all want Zcash to succeed. Let’s focus on strengthening and protecting Zcash as a whole by giving research and experimentation room to happen.
If you're interested in learning more about Crosslink or participating in the incentivized testnet, feel free to DM me.
not only am i not worried about the crypto community's ability to handle the upcoming ai/quantum threat, i will venture to say that in the next 2 yrs the world will realize crypto is far better prepared for it than the rest of the internet and finance. we've had a trillion dollar *irreversible* honey pot for a decade, producing a far more battletested system and adversarial security culture than pretty much anywhere else on earth.

But at the end of the day, thankfully, patriots are in charge, of Zcash.
The same way emission-smoothing got shot down, Crosslink will be shot down as well.
And so will ZSAs.
Zcashers aren't idiots.

This is a proposal, and proposals are welcome and should be surfaced and debated. Best ideas win.
This one doesn’t have the broad support needed to make a consensus change. I also don’t believe it’s good for Zcash.
Background: here is the initial rationale for considering a move to PoS by ECC back in 2021. zodl.com/should-zcash-switch…
Crosslink (then TFL) was originally intended as a first step toward that transition. zodl.com/the-trailing-finali…
When I returned to ECC as CEO, I stopped our work on it as I believed it was a distraction and wasn’t necessary for mass adoption. Shielded Labs then picked it up.
Adding a staking layer adds protocol complexity and new security assumptions. The finality gain doesn't warrant the risk. Zcash should stay on Nakamoto consensus.
NU7 is finally activating on Zcash! Zakura 1.7.0 activates it on height 3543405, which is the evening of November 5 for us Americans.
Blocks will occur three times faster in Zcash. Other changes like NSM funding and retiring the Sprout pool appear in this upgrade as well.
New Zakura Release: 1.7.0
This release activates NU7 on Mainnet in ~15 days. 🎉

Replying to @Zcash
Crosslink is not supported by a large portion of the Zcash community.
It’s not appropriate for the “neutral” Zcash handle to promote it.

Good day to be a Zcash holder.
Great day to move your ZEC off a centralized exchange and into a Zcash wallet you actually control.
Zodl.
