صغیر بلوچ اور اقرار بلوچ کو 11 جون 2025 کو اورماڑہ چیک پوسٹ سے بس سے اتار کر حراست میں لینے کے بعد جبری طور پر لاپتہ کر دیا گیا۔ ایک سال سے زائد عرصہ گزرنے کے باوجود ان کے اہلِ خانہ تاحال ان کی خیریت اور زندگی بارے میں کسی بھی قسم کی معلومات سے محروم ہیں۔
صغیر بلوچ اس سے قبل بھی 2017 میں جبری گمشدگی کا شکار ہوئے تھے اور ایک سال بعد بازیاب ہوئے۔ اس طویل گمشدگی نے ان کی ذہنی و جسمانی صحت پر گہرے اور تباہ کن اثرات مرتب کیے، مگر اب انہیں ایک بار پھر اسی اذیت ناک صورتحال سے دوچار کر دیا گیا ہے۔
جبری گمشدگی محض ایک فرد کو اس کی آزادی سے محروم کرنے کا نام نہیں، بلکہ یہ پورے خاندان کو برسوں کی اذیت اور ذہنی کرب میں دھکیل دیتی ہے۔

Baloch Voice for Justice expresses grave concern over the detention of Baloch political activist Rashid Ahmed, also known as Fida Rafiq, in the Netherlands and the serious risk to his life if deported to Pakistan.
In Balochistan, political activists and human rights defenders face enforced disappearances, torture, and extrajudicial killings in custody. These grave human rights violations have created a climate of fear for those who speak out for justice, freedom, and the fundamental rights of the Baloch people. In this context, returning Rashid Ahmed to Pakistan could expose him to serious threats to his life and safety.
Baloch Voice for Justice urgently calls on the Dutch government @Rijksoverheid the Ministry of Justice and Security @ministerieJenV the Immigration and Naturalisation Service @IND_NL and the relevant judicial authorities @RechtspraakNL to immediately release Rashid Ahmed from detention, halt any deportation proceedings, and ensure a fair, independent, and thorough assessment of his asylum application, taking full account of the dangers faced by Baloch political activists and human rights defenders in Pakistan. The authorities must uphold the principle of non-refoulement and must not return him to a country where he could face persecution, torture, enforced disappearance, or other serious human rights violations.
The Netherlands must honour its international human rights obligations and ensure that Rashid Ahmed is not deported into danger. His life, safety, freedom, and right to a fair asylum process must be protected.

Today brought important developments in three cases before the Balochistan and Sindh High Courts.
At the Balochistan High Court, in the appeal against the life sentence of Dr. Mahrang and Shah Ji Sibghatullah, the Court asked the prosecution to submit the record and directed that paper books be prepared. In the CP regarding the faceless trial, the Court asked the prosecution to file its reply and adjourned the matter for two weeks.
At the Sindh High Court, a bench headed by Justice Shamsuddin Abbasi dismissed the appeal filed by the Sindh Government against the acquittal of Dr Mahrang by the ATC Karachi in the case registered at PS Quaidabad.

خدارا! میری اس جدوجہد کو کوئی اپنی اَنا، ذاتی دشمنی یا قبائلی غیرت کا مسئلہ نہ سمجھے۔ میرے خاندان نے ہمیشہ صرف اور صرف انصاف کی بات کی ہے۔ نہ میری کسی سے ذاتی لڑائی ہے اور نہ ہی میرے خاندان کی کسی سے کوئی ذاتی دشمنی ہے۔ ہمارا واحد مطالبہ انصاف ہے۔
ہم نے ہر طبقۂ فکر، قبائلی رہنماؤں، علمائے کرام اور تمام دردِ دل رکھنے والے لوگوں سے اپیل کی ہے کہ ہمارے معاملے کو انصاف، قانون اور بلوچی روایات کے مطابق حل کرنے میں ہمارا ساتھ دیں۔ لیکن حالیہ واقعات کے بعد مجھے اور میرے خاندان کو سنگین نتائج کی دھمکیاں دی جا رہی ہیں، جس سے ہماری مشکلات میں مزید اضافہ ہوا ہے۔
میرے والدِ محترم شہادت سے پہلے تک کسی کے لیے بددعا نہیں کرتے تھے۔ وہ ہمیشہ یہی کہتے تھے اے اللہ! ان لوگوں کو میرے اور میرے خاندان کے حق میں ہدایت عطا فرما۔ میرے والد کی یہی سوچ اور یہی تربیت آج بھی ہمارے لیے مشعلِ راہ ہے۔ ہم آج بھی نفرت یا انتقام نہیں، بلکہ انصاف چاہتے ہیں۔
میں تمام قبائلی عمائدین، مذہبی رہنماؤں، سیاسی و سماجی شخصیات اور ہر باشعور انسان سے دست بستہ اپیل کرتی ہوں کہ خدارا! مظلوم کا ساتھ دیں اور ہمارے معاملے کو اپنی ذاتی اَنا یا کسی گروہی تنازعے کی نظر نہ ہونے دیں۔
میں بھی آپ سب کی بہن اور بیٹی ہوں۔ جس طرح آپ کے گھر کی بیٹیوں اور بہنوں کی عزت، جان اور تحفظ آپ کے لیے اہم ہے، اسی طرح میری جان، عزت اور تحفظ بھی میرے خاندان اور میرے لیے اتنا ہی اہم ہے۔ براہِ کرم میرے درد کو سمجھیں اور ہماری آواز بنیں۔

آخر میں، میں صرف اتنا کہنا چاہتی ہوں کہ اگر ہمیں اس دنیا میں انصاف نہ ملا تو قیامت کے دن میں اللہ تعالیٰ کی عدالت میں اپنا مقدمہ پیش کروں گی۔ وہاں میرے ہاتھ ہوں گے اور ظالموں اور اُن کا ساتھ دینے والوں کے گریبان، اور فیصلہ اللہ تعالیٰ کی عدالت میں ہوگا۔ وہاں نہ کوئی طاقت چلے گی، نہ کوئی سفارش اور نہ کوئی ذاتی اَنا۔ وہاں صرف حق اور انصاف کا فیصلہ ہوگا۔
خدارا! ہمیں تنہا نہ چھوڑیں۔ ہمارا ساتھ دیں، ہماری آواز بنیں اور ہمارے لیے انصاف کی آواز بلند کریں۔
ہماری لڑائی کسی فرد یا خاندان سے ذاتی دشمنی کی بنیاد پر نہیں، بلکہ انصاف کے حصول کے لیے ہے۔
ہمیں انتقام نہیں، انصاف چاہیے۔ ہمیں دشمنی نہیں، قانون کی حکمرانی چاہیے۔ ہمیں صرف اور صرف انصاف چاہیے۔

It’s a total farce - as are the charges in the barrier case! Imagine levelling an ATA charge that is punishable by death or life imprisonment! Pakistani forces have killed and dumped the bodies of six previously forcibly disappeared Baloch men in Sui, Dera Bugti, today.
The victims have been identified as Mohammad Khan s/o Yar Mohammad Bugti, Lalu s/o Taj Mohammad Bugti, Shahmeer s/o Shahal Bugti, Waheed s/o Habib Bugti, Ghulam Din s/o Kurri Bugti, and Akaram Khan s/o Wadera Mazar Khan Bugti.
The graphic footage exposes the brutality of Pakistani forces, showing the victims blindfolded and bearing multiple gunshot wounds.
Similar incidents of alleged extrajudicial killings have also been reported in Kohlu and Panjgur districts.
These incidents raise grave concerns over the fate of forcibly disappeared persons and allegations of custodial killings in Balochistan.

In Killi Yar Muhammad Sonaro, Wadh, FC firing killed four civilians and injured several others, including seven year old Shahzaib. Four civilians are dead. A seven year old child has been shot. This is the human cost of military operations being imposed on Baloch communities in the name of security.
For Baloch people, this violence is neither new nor exceptional. Civilians are killed, people are forcibly disappeared, homes are raided, families are harassed, young men are arbitrarily detained, and entire communities are subjected to military force. Year after year, the same violence is repeated across Balochistan, while Baloch lives are treated as though they are expendable and entire populations can be punished for the actions of others.
How many Baloch civilians must be killed before this can no longer be called a “security operation”? How many children must be shot before their lives are considered worth protecting? How many families must lose their children before the violence inflicted on Baloch communities is treated with the horror it deserves?
Seven year old Shahzaib should never have been shot. Four civilians should not be dead. These are not acceptable costs of maintaining security. Baloch children cannot be made to grow up under guns, and Baloch civilians cannot continue to be killed, disappeared, detained and terrorised while their suffering is justified in the language of security.
There is no security in making an entire people fear for their lives.

بلوچستان میں عدلیہ مکمل طور پر اپنا اثر اور عوام کا اعتماد کھو چکی ہے۔ جس عدلیہ کی ذمہ داری عوام کو انصاف فراہم کرنا تھی، وہ آج ریاستی اداروں کی معاون بن کر انصاف کی دھجیاں اڑا رہی ہے۔
چیف جسٹس بلوچستان کامران ملاخیل بی وائی سی کے تمام مقدمات کی خود پیروی کر رہے ہیں، جبکہ ان کی سربراہی میں جسٹس محمد علی مبین، جسٹس قادر شاہ بخاری سمیت پورے بلوچستان میں بی وائی سی کے مقدمات سننے والے ججز کو ریاستی ایما پر فیصلے دینے کا ٹاسک سونپا گیا ہے۔ ایسے حالات میں عدلیہ کی غیرجانبداری اور آزادی ختم ہوچکی ہے ۔
گلزادی بلوچ کا مقدمہ اس عدالتی رویے کی ایک واضح مثال ہے۔ متعدد مواقع پر متعلقہ جج کی جانب سے یہ کہنا کہ وہ دباؤ میں ہیں اور انہیں کیس میں سزا سنانے کی ہدایات دی گئی ہے، عدالتی آزادی اور غیرجانبداری پر سنگین سوالات اٹھاتا ہے۔ 7 ستمبر کو عدالت میں ہڑتال اور وکیلِ صفائی کی عدم موجودگی کے باوجود گلزادی بلوچ کے مقدمے کی کارروائی جاری رکھی گئی اور دفاع کے وکیل کی غیرموجودگی میں گواہ پر جرح کی گئی۔ یہ دفاع کے بنیادی حق اور منصفانہ ٹرائل کے اصول پر سنگین سوال اٹھاتا ہے۔
اسی طرح ہمارے مقدمات میں بھی ہماری اجازت کے بغیر تعینات کیے گئے سرکاری وکلاء کو مختلف مراعات دے کر اسلام آباد تک پہنچایا گیا، جبکہ ہمیں اپنے دفاع کے بنیادی حق سے محروم رکھا گیا۔ کیا یہی اسلامی جمہوریہ پاکستان کا انصاف ہے، جہاں عدالتیں آزادانہ فیصلوں کے بجائے ریاستی اداروں کے طے کردہ فیصلے سنانے کا کردار ادا کر رہی ہیں۔
ہمیں عمر قید کی سنائی گئی سزاؤں کے خلاف اپیل کا آئینی و قانونی حق حاصل ہے، مگر ہماری اپیل کی سماعت کے لیے بھی ایک طویل تاریخ، اکتوبر تک کی، مقرر کر دی گئی ہے۔ جسٹس کامران ملاخیل کی سربراہی میں اس طرح کی مسلسل تاخیر ہمارے بنیادی حقِ اپیل اور فوری انصاف کے حق کو متاثر کر رہی ہے۔ جب ایک شخص پہلے ہی قید میں ہو تو اس کی اپیل کو غیرضروری طور پر طویل عرصے تک مؤخر کرنا دراصل قید کو ہی سزا میں تبدیل کرنے کے مترادف ہے۔
13 جون سے آج تک فیس لیس ٹرائل کے خلاف بی وائی سی نے 20 پیشیوں کا بائیکاٹ کیا ہے۔ اس حوالے سے ہماری پٹیشن بلوچستان ہائی کورٹ میں جمع ہو چکی ہے، مگر چیف جسٹس کامران ملاخیل کی سربراہی میں عدالت ہماری پٹیشن سننے اور ہمارے دفاع کے بنیادی حق کا تحفظ کرنے کے بجائے مسلسل اس معاملے کو تاخیر کا شکار کر رہی ہے۔ یہ طرزِ عمل عدلیہ کی غیرجانبداری پر ایک واضح سوال ہے۔
دوسری جانب چیف جسٹس ملاخیل کی جانب سے گزشتہ چھ ماہ سے ہماری ضمانت کی درخواستوں کی سماعت کرنے کے بجائے بار بار مقدمات کو ڈی لسٹ کیا جا رہا ہے۔ کسی شخص کو عدالتی عمل کے ذریعے ہی سزا کا شکار بنانا اور ضمانت کے معاملے میں مسلسل تاخیر کرنا انصاف کے بنیادی اصولوں کے منافی ہے۔
چیف جسٹس بلوچستان کو کسی فریق کا کردار ادا کرنے کے بجائے اپنے آئینی منصب کے تقاضوں کے مطابق غیرجانبدارانہ اور انصاف پر مبنی فیصلے کرنے چاہئیں۔ عدلیہ کا کام ریاستی اداروں کے فیصلوں کو قانونی جواز فراہم کرنا نہیں بلکہ شہریوں کے بنیادی حقوق، دفاع کے حق، اور انصاف تک بروقت رسائی کا تحفظ کرنا ہے۔
ہم سپریم کورٹ آف پاکستان اور عالمی انسانی حقوق کے اداروں سے مطالبہ کرتے ہیں کہ بی وائی سی کے مقدمات میں عدالتی جانبداری، دفاع کے حق سے انکار اور انصاف کے تاخیر کا فوری نوٹس لے کر شفاف اور غیرجانبدارانہ تحقیقات کو یقینی بنائیں۔
