Today OpenReserve announced the @USOCC (OCC) granted conditional approval of our full-service U.S. national bank charter application. Over the past several months, I’ve helped organize OpenReserve Bank, N.A. (in organization) purpose-built for digital assets, and I'll be serving as its CTO. I remain COO of @svrn_ai through the end of this year. This is a transition @sal_ternullo and I have been planning together, with the full support of our board. Working alongside Sal to build the only publicly traded NEAR treasury company, we operationalized the business from a standing start. We stood up MPC infrastructure to help secure the NEAR network, and we've worked to drive enterprise adoption, like with our recent Oracle partnership. And there are a number of new initiatives rolling out in coming months that Sal and the team will share. At year-end, I'll move into a technology and security advisory role at SVRN, staying hands-on and supporting the team in any way I can. With 29+ years at institutions like BNY, Galaxy, and Robinhood, the chance to build a blockchain‑native digital bank was one I couldn't pass up. More on OpenReserve, and why I joined, in the coming weeks.
Introducing @OpenReserveBank , a blockchain native de-novo digital bank, finally out of stealth. This week the Office of the Comptroller of the Currency (OCC) granted conditional approval of our full-service U.S. national bank charter application. Preliminary conditional approval to charter a de novo national bank is a privilege our team does not take lightly. It is a significant milestone and the beginning of the most demanding phase of the work. We're building toward real-time settlement across fiat and blockchain rails, direct Federal Reserve connectivity, tokenized deposits, and GENIUS Act-designed payment stablecoin infrastructure. Thank you to the entire OpenReserve team, our board, investors, and to the OCC who ran a rigorous review. More to come! See what we are building: openreserve.ai

My thoughts on the Binance hack: This is what I’d call a sophisticated unsophisticated attack. This has been attributed to Lazarus, a nation-state adversary. That doesn’t make them unstoppable. Nothing about what appears to have happened here is new. It’s the same playbook we’ve seen many times, and many of these attacks could have been stopped with simple controls. Companies have the ability to stop this. Enough is enough. Companies over-index on protecting the keys and don’t invest nearly enough in the signing infrastructure and flows around them. We saw it with Bybit, where signers were tricked into approving a different transaction than the one they thought they were signing. That was 100% preventable, with controls that are relatively easy to implement. By Binance’s own account, a DevOps engineer’s laptop was compromised, and that gave the attacker access to a service container that could submit withdrawal transactions. My read is that the container was trusted internally, so anything coming from it was considered safe to sign. That’s where additional controls belong. Verify that what’s being signed is what you meant to sign. Did we intend to sign a 7702 delegation? No? Then don’t sign it, and open an incident, because you’ve been compromised. That’s one control that should have been in place. We don’t know yet how a compromised laptop reached that container, but I’d expect other controls were missing there too. Also the messaging of ‘Your funds are safe’ creates a false sense of security. There may come a day when an exchange can’t say that. If digital assets are the future of financial markets, the industry needs to get its house in order.”

Session I at Regulatory PETshop II asked what it actually looks like when an AI agent goes shopping. @AbhishekEsq of @NEARFoundation walked the room through a real, recorded purchase: an agent, working under spending limits its owner set, bought a power bank from an online electronics store by paying through the store's existing crypto checkout, with the owner's rules enforced before any payment was signed. The takeaway for policymakers: when an authorized agent payment goes wrong, who handles the complaint, and what evidence can they demand? Chad Harper of @coinbase followed with "Money at machine speed," on x402, an open standard that puts payment inside the web request itself, making tiny pay-per-use purchases possible. Key policy themes: preserve micropayment economics, build compliance around identity, authorization, and wallet controls, and keep the market open. Moderated by @dschwed (@OpenReserveBank). Thank you to our presenters Abhi Vaidyanathan and Chad Harper, our moderator Dave Schwed, and all of our discussants for setting the foundation for the day. Huge thanks to DC Fintech Week and The Fintech Foundation (@fintechthinksdc) for partnering with us, and to our sponsors NEAR (@NEARProtocol), SVRN (@svrn_ai) and Openreserve (@openreservebank) for making Regulatory PETshop II possible. Regulatory PETshop II would not have happened without our partners and sponsors, and we want to say a proper thank you. To @dcfintechweek and The Fintech Foundation (@fintechthinksdc), thank you for partnering with us and helping bring this community to Washington, DC. To our co-sponsors NEAR (@NEARProtocol), SVRN (@svrn_ai) and Openreserve (@openreservebank), thank you for your support and for the expertise you brought to the room. Because of all of you, we were able to host a candid, invite-only discussion on privacy infrastructure for the agentic economy. We're grateful, and we look forward to continuing the work together. #RegulatoryPETshop #DCFintechWeek #USCVEDA

Copy the API key. Paste it. It works. But do you know where that key is going? @dschwed of @svrn_ai on the risks users can miss when connecting AI tools.👇

Replying to @Sibos
@Sibos week, Miami. On Wednesday, 30 September, we are hosting the Miami chapter of @DeComputeConf 2026 with LF Decentralized Trust : a close door roundtable on bank-scale digital asset adoption. We are putting three questions on the table: 1. First, post-quantum design for digital assets: what and how FIs and banks should migrate first, and how, without adding to the HSM, MPC and cold-storage fragmentation they already live with. 2. Second, a fully bank-owned custody and tokenization stack: how a bank keeps control of the critical parts of the stack and reuses the risk, compliance and governance systems it already trusts, instead of building a parallel world for tokenized assets. 3. Third, distributed cold custody with MPC inside HSMs: key sovereignty, recovery and custodian independence when a signing key never exists in one place. Joining the conversation: @dschwed , CTO, @OpenReserveBank Mark Rakhmilevich, Group VP, @Oracle Bharat Gupta, Head of Digital Assets, Financial Services, @Infosys Ishan Singh, Senior Principal, Digital Assets, @Google Hart Montgomery, CTO, @lfdecentralized @stablemaximus , CEO, @ubyx_ . @hadleystern. Silence Laboratories, and @jaysprakash alongside senior leaders from GSIBs, OCC-regulated banks and custodians. The discussion runs under the Chatham House Rule. Wednesday, 30 September, 3:00 to 4:15 pm. Thanks to @danielabarbosa and LF Decentralized Trust for support!
