The RLPA has proposed match payments outside the salary cap as part of the next CBA - worth up to $3,000 a game to top up lower-end players' salary.
Under the model, a player earning $150,000 could add $36,000 for 25 games at $1,500 a match or $72,000 at $3,000 a match.
RLPA chief Clint Newton said the "pay-for-play concept" had broad support in the last round of negotiations.
