When 10% of users are over a threshold it’s not about fair use, it’s about introducing data tiers by the back door. If you want to tier and charge more then do it, don’t claim 10% are abusing what was offered.

This. When someone decides to leave it’s a chance to reflect, it’s another feedback loop. It may be a time of celebration, you helped them grow on their journey and now they must continue beyond your confines. Or it may signal problems - don’t shoot the messenger.
