Thanks for sharing. The determination you cite was the "grandfathered" decision for those satellites already in orbit (all deployed by 2004) which were not designed with the necessary propulsion for de-orbit.
My point is NO NEW CONSTELLATION is likely to receive the same treatment. Even Globalstar's new filing states this explicitly for the post-mission disposal strategy.
