Then I spoke to the people who were supposedly receiving it. Most of them had never received a single voucher. One afternoon, I noticed an elderly man on the fourth floor had stopped using the lift because he couldn't afford to repair his mobility scooter. He lived alone. His daughter lived overseas, and he rarely asked anyone for help. I asked him whether he'd received the grocery assistance. He looked confused. "What assistance?" I assumed he'd missed the announcement. Then I spoke to two other elderly residents. Neither had received anything. I volunteered to help with the monthly deliveries. The next Saturday, I arrived at the management office. There was a spreadsheet showing 18 names. But when I checked the delivery receipts, only seven addresses had been visited. I asked the building manager where the other packages had gone. He closed the spreadsheet and said: "Those arrangements are handled privately. You don't need to worry about them." That answer bothered me. So I asked to see the receipts.
