First of all, what China and the Philippines signed in 2018 was a Memorandum of Understanding, not a framework agreement. It only committed both governments to negotiate. Then-Foreign Secretary Teodoro Locsin Jr. signed it, and the same Secretary Locsin announced in June 2022, on President Duterte's instruction, that the talks were "terminated completely." His reason: both sides had gone as far as our Constitution allows, and one more step would have meant a constitutional crisis.
Secretary Gilberto Teodoro was not even in government at the time. He took his oath as Defense Secretary on June 6, 2023, a full year after the talks had ended!
