In connection with the current China-Japan-Taiwan diplomatic row, it’s worth remembering that just as the CCP government in Beijing claims sovereignty over Taiwan, the government in Taipei claims to be the legitimate representative of all of China. Since the CCP crackdown on the Hong Kong protests in 2020, many in Taiwan jokingly call mainland China “West Taiwan” in online discussions to flip the script on the CCP. The Republic of China (ROC) government in Taipei doesn’t use the term but officially claims to be the sole legitimate government of all of China, including the mainland. This is not a fringe position. It remains enshrined in the ROC Constitution and is the legal foundation of the state. The Republic of China was founded in 1912 after the fall of the Qing Dynasty and was internationally recognized as the legitimate government of China until the late 1970s. From 1912 to 1949, the ROC government (first under Sun Yat-sen, then Chiang Kai-shek) controlled most of mainland China. After Japan’s surrender in 1945, the ROC regained Taiwan from Japan (which had ruled it 1895–1945).. The Chinese Civil War ended in 1949 with the Communist victory on the mainland. Chiang Kai-shek’s ROC government retreated to Taipei but never surrendered and continued to claim sovereignty over the entire country. From the ROC’s legal perspective, the PRC is a rebel regime that illegally occupies the mainland. The ROC Constitution from 1947 Constitution is still in force in Taiwan and defines the national territory as including the mainland. Even after democratization in the 1990s, the “one China” framework was kept in Taiwan though interpreted more flexibly in practice. Until 1971, the Republic of China (in Taipei) held China’s seat at the United Nations, including the permanent Security Council seat. Most Western countries recognized the ROC, not the PRC, as the legitimate China until Nixon’s 1972 visit and UN Resolution 2758 (1971), which transferred recognition to Beijing. The president swears an oath to defend the ROC Constitution, which includes the mainland. The term “West Taiwan” for China is also jokingly used to preserve Taiwanese identity and reject “One China” concepts that call for Taiwan to be ruled by the CCP in Beijing. 
It signals: “We don’t accept that Beijing represents China; we are a separate country, so the PRC is just a region (‘West Taiwan’) next to us.” It was popularized by memes and the Sunflower Movement Generation which started its protests in 2014 against the passage of the Cross-Strait Service Trade Agreement (CSSTA) by the then-ruling Kuomintang (KMT) at the legislature without a clause-by-clause review. The protests resulted in CSSTA never being ratified by Parliament. The “West Taiwan” meme really gained traction during the 2020 Hong Kong protests and COVID-19, when many Taiwanese felt culturally and politically farther from the mainland than ever. Today, Taiwan’s determination not to be ruled by the CCP is backed up by its closest allies in Japan and the U.S. They also hope that pro-Taiwanese politicians will return to power in South Korea soon. 🇯🇵🇹🇼🇰🇷🇺🇸🇨🇳
