i wouldn't have supposed that @Google indexed all public webpages (though i confess i hadn't previously considered the question), if for no other reason than that might be trivially disprovable (as you've in fact demonstrated)
as far as my excerpted argument goes, it was meant in the specific rather than the general - i.e., it seemed implausible that a webpage one hop from home on the presumably high pageranked, backlinked, authoritative #SCOTUS website wouldn't have been indexed for more than a year
best i can figure is that it's triggering some #SEO quality flag, or there's some other subtle misconfiguration. have you tried the steps outlined here: support.google.com/webmaster…, particularly the URL Inspection tool?
thanks for the example + background. your post being hosted on a @Google service + lacking obvious crawler deterrents, seems especially odd that it's not indexed at all (see: google.com/search?q=site%3Ah…)
