I don't have a family doctor in Canada (on waiting list since I moved back) so I can't make an appointment. So, I have to go to walk-in or ER and be triaged. Waiting most of a day is "normal".

I think the key is going early to avoid cummulative delays. At 4pm, you've got the time 10 appointments went over to push your appointment time π

Time/budget is kind of a catch-all. Dealing with old dependencies takes time (and time is money). Having done a few modernizations, one big obstacle are inter-solution Nugets, modernizing all those in an order that does not break the builds takes planning.

"Trust" really isn't part of it. I don't give my data unless I have to, that doesn't mean I trust its use. :/

If your app can't work without a package, API, database, identity provider, or cloud service, that's part of your architecture.
Even if it isn't on the diagram.
Know who owns it, how it fails, and what happens when it changes.
