He was killed Oct. 16 in a wrong-way crash on I-91 in North Haven, Connecticut.
DHS says the driver who hit him had been removed from the U.S. TWICE before and came back illegally.
He has not been charged, and the investigation is ongoing.
DHS Secretary Markwayne Mullin blamed Connecticut's sanctuary policy.
