Wages are the key thing here not transfer fees. That’s where the focus needs to fall when looking at the rules in my opinion. It’s the clubs with the biggest wage bills that generally dominate. Speak to any football manager, owner or indeed agent and wages are the main motivation for every player when it comes to deciding where they want to play
