If Aadhaar card merely proves residency and not citizenship, why is it the basis for many Government subsidies?

If name appears in voters' list or a person holds an Indian passport, he should be presumed citizen. Logically, the onus should lie upon Government to prove otherwise. Other documents like Aadhaar card, ration card, birth certificate, school certificate establish residency.
