Влада не арештувала винуватців, жахливих катів, які катували людей.
Влада не арештувала організаторів катівні.
Влада не арештувала командирів, які довгий час знали чи не знали про існування катівні у їхніх військових частинах.
Насправді, влада мала б арештувати сама себе у повному складі.
