A team’s ability to pause a DeFi protocol raises a question in the MiCA review about whether it is providing a regulated service. EEI argues that the existence of a pause function or time-locked upgrade is not enough. The assessment needs to examine whether those powers allow a person or group to perform or direct a regulated service. The paper applies similar reasoning to providers connecting clients to DeFi. They should answer for their own negligence, system failures and misleading disclosures. EEI argues that giving clients access to a protocol should not make providers responsible for guaranteeing it when they neither operate nor control it. Circle and SAP-backed Tereina are working to bring stablecoin payments into the software businesses already use. The pair announced the partnership on October 7. With USDC and EURC added to Tereina’s platform, companies would be able to make and receive payments in either stablecoin from their existing applications. Canada’s stablecoin framework needs to account for how companies would use these services in their day-to-day operations. Businesses will need to understand which providers they can work with and what requirements apply when using stablecoins for payments. Read the full article ⬇️ circle.com/pressroom/tereina…

Congratulations to the teams at @TetraDigitalGrp and RemitBee on today’s announcement 👏 An exciting development for Canadian-dollar stablecoin payments!
CADD can now be used to fund global business payments across 100+ countries. Canada’s digital dollar is now live on RPass by @Remitbee, connecting CADD to the FX, banking, clearing and local payout infrastructure businesses need to move money internationally. Through a single RPass integration, businesses can: - Fund eligible international payments using CADD - Access FX conversion through RPass - Reach 4B+ bank accounts through 1,000+ local payout methods - Embed international payments directly into their products and workflows “Stablecoins have solved how value moves on-chain, but a token is only as useful as the places it can go,” said Yogi Yoganathan, CEO, RPass. “We spent a decade building the unglamorous parts of global payments: the banking relationships, the liquidity, and the clearing connections in every corridor. Connecting RPass to CADD means a Canadian business can fund a payment in digital Canadian dollars and have a supplier on the other side of the world receive funds in their local currency.” Read the full announcement: businesswire.com/news/home/2…

What role could Canadian-dollar stablecoins play in cross-border payments? Our member @TetraDigitalGrp's @didiertetra joined @sunnyray to discuss that question, including how people could access these services through financial products they already use. Watch the conversation below ⬇️
One in five Canadians sends money back home, but moving money across borders can still be expensive, slow and more complicated than it needs to be. Stablecoins improve that experience, but for Canadians, the options available today are still largely U.S.-dollar based. In this clip from The @sunnyray Show, @didiertetra explains why cross-border payments are such an important use case for domestic stablecoins, and how that experience can improve as the technology becomes easier to access through the financial products people already use. This is just one area where CADD can make a big difference: giving Canadians and the institutions serving them an efficient Canadian-dollar option for cross-border payments. Watch the full clip below.

Bancomat, Bizum, Wero, Sibs-MB WAY and Vipps MobilePay have formed the European Network for Payments to connect their services, which together serve around 130 million users in 13 countries. The rollout will begin with cross-border person-to-person payments, followed by online and in-store purchases. Consumers will be able to keep using their preferred apps, connected through a shared hub for instant account-to-account payments. The partners want Europe to have more control over its payments. Canada faces similar decisions about who operates its payment infrastructure and how Canadian services connect with networks abroad. Read more in Finextra ⬇️ finextra.com/newsarticle/485…

OSFI took questions about tokenized deposits at yesterday’s Quarterly Release Industry Day. A deposit does not become a different legal product simply because it is represented using new technology. The September 10 statement adds no new requirements or approvals, OSFI said. Financial institutions still need to manage the risks, including those involving technology providers, and engage their lead supervisor before launching a novel product. OSFI also said the statement does not address deposit insurance. Institutions should take questions about coverage to CDIC. Read OSFI’s statement ⬇️ osfi-bsif.gc.ca/en/news/stat…
