The history is largely accurate. Under the 1994 Budapest Memorandum, Ukraine transferred its inherited Soviet nuclear arsenal to Russia and joined the NPT as a non-nuclear state. In return, the US, UK and Russia gave security assurances to respect Ukraine’s independence, sovereignty and existing borders and refrain from the threat or use of force against its territorial integrity. Note the document uses “assurances,” not binding military guarantees like NATO’s.
