🇻🇳 The RSO and Viet Nam's Ministry of Public Security co-hosted a four-day OSINT workshop in Ho Chi Minh City, bringing together 20 law enforcement and criminal justice officials from eight South and Southeast Asian countries. Officers applied OSINT skills to real trafficking and smuggling case studies from both regions, and shared how their own departments are already using these tools in live investigations.
Discussions centred on the criminal service economy that has developed around cyber-scam centres, from money laundering networks and deepfake tools to fraudulent travel documents, much of it advertised openly on social media. Built to serve cyber-scam centres, these services are now used by people smuggling networks and other organised crime groups too, making their disruption relevant well beyond the scam centre response.
The RSO thanks the Ministry of Public Security of Viet Nam for co-hosting.

Scam researchers told a Claude agent and human "scammers" to text test subjects and build a relationship. After a week, subjects said they trusted the AI more and were more willing to install an app at its request. Almost none detected it was a bot. wired.com/story/ai-scammers-…

No one who takes one of these "jobs" is careless. The ads are professional, the interviews feel real, and that's exactly the issue this campaign works to address.

A social media job ad. A professional interview. A flight abroad. Then a cyber-scam compound in Southeast Asia they could not leave.
They weren’t careless. The offer looked real, and that is exactly how this form of trafficking works.
Today, on World Day Against Trafficking in Persons, the RSO, @FreedomCollab, and @UNmigration, supported by UK International Development, have launched 'What the job ad isn't showing you', an awareness-raising and prevention campaign highlighting for potential jobseekers options for verifying an overseas job offer before accepting it.
✅Is the recruiter licensed?
✅Does the contract exist in writing, in a language the worker understands?
✅Does the visa match the job?
6 checks, most taking only minutes, that can meaningfully reduce the risks of taking a job overseas.
The campaign brings together the warning signs of fraudulent recruitment, verification guidance, official recruiter registries and support services, developed with survivors, frontline organisations and migration experts.

Not every warning sign is obvious, but knowing what to look for can make all the difference.
🚩Recruiters who avoid your questions.
🚩Pressure to decide quickly.
🚩Suggestions to travel on a tourist visa for work.
🚩Promises that seem too good to be true.
These can all be warning signs that something isn't right.
Trust your instincts, and always take steps to verify that your recruiter and employer are legitimate.

📍 On Day 2 of the Immigration Officials' Conference, RSO RILON secondees were joined by experts from @INTERPOL_HQ, @UNmigration, and ASEANAPOL for a panel discussion on information sharing in response to trafficking in persons for forced criminality and cyber-scam centre operations.
The panel discussed:
▪️ The formal and informal mechanisms currently used within and between regions to share information on trafficking in persons cases.
▪️ What is required for an alert to be acted upon by border authorities, including the content, timeliness, and legal basis of the information shared.
▪️ How immigration authorities can reach international counterparts more quickly when information is urgently required.
The discussion underlined that trust between counterparts remains central to timely and effective information sharing. Its outcomes will inform the RSO's ongoing work to strengthen networks across regions and to provide situational updates to affected countries.

🛂Immigration and border authorities stand at the frontline of preventing trafficking for forced criminality into cyber-scam centres, placing them in a unique position to identify potential victims and strengthen cross-border responses.
🌏Against this backdrop, immigration officers from 26 countries across affected regions are convening this week alongside international organisations and partners at the Immigration Officials Conference in Bali to:
•Build a shared understanding of trafficking for forced criminality including evolving routes, trends, victim profiles, and indicators
•Exchange good practice to address operational challenges across origin, transit, and destination countries
•Assess opportunities to strengthen informal inter-regional information sharing and coordination focused on cyber-scam centre response
🤝Organised by the RSO and @ditjen_imigrasi, with support from the Government of the UK, the conference builds on ongoing work to enhance awareness and prevention of trafficking for forced criminality, and is a step toward more effective frontline responses.
Stay tuned for more updates from the conference➡️

📍For the first time in Timor-Leste 🇹🇱, the newest member of ASEAN and a key partner in addressing people smuggling in the region, the RSO and Timor-Leste's Migration Service delivered a two-day training in Dili, bringing together officials from the National Police, Migration Service and Anti-Trafficking Commission to strengthen coordinated responses through non-operationally sensitive information sharing.
🌐 Led by secondees from the Regional Information and Liaison Outreach Network (RILON) Initiative from Australia, Bangladesh, Indonesia and Timor-Leste, the training explored emerging trends and how regional information sharing supports informed risk assessment and early warning.
Participants also took part in a tabletop exercise led by Timor-Leste's RILON Secondee, applying these concepts to a simulated maritime people smuggling scenario and identifying practical ways to improve inter-agency and cross-border coordination.
Through initiatives such as RILON, the RSO continues to support practical cooperation, information sharing and collective efforts to address irregular migration and maritime people smuggling across the region. 🌏

🛂 This week in Bangkok, the RSO joined @FreedomCollab and @IOMThailand to strengthen 🇹🇭Thai immigration officers' capacity to identify trafficking for forced criminality into cyber-scam centres, at one of the last points where intervention may be possible before exploitation occurs.
Officers explored how cyber-scam centre networks recruit and transport potential victims, the indicators that can emerge during screening and interviews, and worked through survivor-informed case studies, with active discussions on how lessons from these can be applied within everyday immigration workflows to improve outcomes.
The RSO thanks the Royal Thai Police and Thai Immigration Bureau for hosting, to Freedom Collaborative and IOM for partnering on delivery, and to @ukinthailand and UK International Development 🇬🇧for making the workshop possible.
