In reviewing recent Salt Typhoon compromise of telecom infrastructure I urge the DHS Cyber Safety Review Board to take the need for end-to-end encryption into account in their final recommendations to the Secretary of Homeland Security and the President. Particularly given that the incoming administration was targeted by these actors. No amount of imposing cost or deterrence, by denial or otherwise, will stop adversaries of the United States from continuing to exploit this vulnerability. Only deprecating these legacy technologies (such as SMS) and requiring encryption going forward will fully, and permanently, mitigate this issue. Anything short of this is performative security theatre. Our national security is at risk.
