Finch is the closest thing to item 10 that I’ve heard of. It’s a chrome browser plugin that shows, in a side bar, eco ratings of items on Amazon.

An eco-rating approach for items in brick-and-mortar stores could use UPC/EAN barcodes and/or QR codes. Phone app uses camera to scan code & show eco rating. Since QR codes resolve to vendor’s URL, the app needs to map that onto their own eco info website URLs.
