👏
the contract snippet from the openai dow blog post is so obviously just "all lawful use" followed by a bunch of stuff that is not really operative except as window dressing.
the referenced DoD Directive 3000.09 basically says the DoD gets to decide when autonomous weapons systems are deployable.
as others have covered, there are a ton of mass domestic surveillance loopholes not covered by the 4A, national security act, FISA, etc.

Very proud to work at a company that takes this stance and very appreciative of people like @JeffDean @boazbaraktcs who have spoken out from Google and OpenAI. We’re in this together.

We also found evidence for cognitive control, where models deliberately "think about" something. For instance, when we instruct a model to think about "aquariums” in an unrelated context, we measure higher aquarium-related neural activity than if we instruct it not to.

ALT An example in which Claude Opus 4.1 modulates its internal activations in response to direct instructions. The model internally represents the concept of aquariums when instructed to “think” about them more than when instructed “don’t think” about them (though in both cases it represents the concept at above baseline levels).
