Here is my concern. Are we scratching horses from the Breeders Cup for issues that horses are running with on any Tuesday at (fill in the track)?
If the answer is yes, are we saying the perception and concern of a national audience watching outweighs the actual safety factor? Why aren’t horses at every track, every day facing this level of scrutiny?
Whats the point of federal oversight if this issue is still being treated differently jurisdiction to jurisdiction?
