The people who designed the tax tried to game around people's rational behavior by making the tax retroactive. But they're mad that Hoover scholars envision a world where people don't just sit back and take it when the state calls into question its commitment to people's property rights.
There's another, likelier outcome than either the official revenue estimate or what's described in the Hoover study: The tax comes close enough to passage to scare wealthy individuals into leaving, but it ultimately raises nothing because it never goes into effect (either because it fails or because courts strike it down). The net revenue effect for the state would be highly negative due to their leaving.
But, hey, they got a favorable official revenue estimate on paper. And all it may end up costing California is real income tax dollars fleeing.
This Hoover Institution study, which has fueled the deluge of ads (more than $200 million spent by billionaires so far) to defeat the California billionaire tax, is spectacularly misleading.

The timing is deliberate. A Fox News Poll found 53% of voters under 30 now favor moving away from capitalism toward socialism, and DSA-backed candidates keep winning Democratic primaries.
