The 2027 IWI Nonresident Fellowship is now accepting applications.
Our Fellows are the people doing the work: writing analysis that shapes the debate, recording podcasts, speaking on panels, and talking to the press. Some are scholars, some are practitioners, some have been both. What they share is a serious interest in irregular warfare and a willingness to bring what they know to a wider audience.
We asked two members of the 2026 cohort, Dr. John A. Pennell and Nicole Winget, J.D., what the fellowship has given them. Their answers are below.
If you're an academic, researcher, practitioner, or policymaker working in this space, we'd like to hear from you.

New on the Irregular Warfare Initiative: Gray Zone Contestation Between North and South Korea in the Yellow Sea.
In this article, Michael MacArthur Bosack explores how North Korea could leverage gray zone tactics, maritime ambiguity, and civilian fishing fleets to challenge the status quo in one of the Indo-Pacific's most contested waterways. Rather than focusing on conventional conflict, the article examines how incremental coercion below the threshold of war could reshape regional security and test alliance deterrence.

Our Strategic Advisor, Lt Gen (Ret.) Scott Howell , participated in the latest @IrregWarfare Podcast.
Together with author Monty Halls, they trace the origins of Britain's WWII commandos and draw a sharp line to the challenges facing special operations today: integrating cyber, space, and UAVs, protecting the mavericks who drive change, and adapting before failure forces it.
The fighting forces that win are the ones that make their own models obsolete before an adversary does.

How much influence can a small number of foreign fighters have on an insurgency?
In Episode 154 of the Irregular Warfare Podcast, “The Counterinsurgency Dilemma: Foreign Fighter Influence on Insurgencies in Afghanistan and Somalia,” Benjamin Jebb and Alexandra Chinchilla discuss Tricia Bacon’s research on how foreign fighters can exert disproportionate influence within insurgent movements.
While foreign fighters may provide resources, experience, and ideological commitment, local insurgents remain the decisive actors because they control strategy, legitimacy, and relationships with the population.

New from the Irregular Warfare community: A conversation with former Israeli Shin Bet Director and Commander-in-Chief of the Israeli Navy, Ami Ayalon.
In this Q&A with the Irregular Warfare Initiative’s Maritime Program, Ami Ayalon reflects on the evolving conflicts involving Iran and Gaza, the strategic role of naval power, and what modern warfare reveals about deterrence, intelligence, and political strategy.
He also outlines three strategic roles for the Israeli Navy: maintaining a credible second-strike capability, defending sea lines of communication vital to Israel’s economy, and conducting maritime special operations to disrupt weapons flows and hostile networks.

China’s digital yuan is not just a payments innovation — it represents a new model of state-controlled financial architecture that could reshape sovereignty, data governance, and economic influence across Southeast Asia. At the same time, regional partners and U.S. allies are exploring alternative approaches built on private-sector innovation, regulatory oversight, and financial resilience.
In China’s Digital Yuan and the Fight for Southeast Asia’s Financial Infrastructure, Hugh Harsono examines how digital currency systems are emerging as tools of influence in the gray zone between economics, technology, and national security.

The Private Capital Investor Cohort (PCIC) Assessment Event (AE) is now live! This event is for U.S. Citizens only.
SOFWERX, in collaboration with @USSOCOM, will host an Assessment Event to identify private capital organizations with novel technology companies that align with the Special Operations Forces Acquisition Technology and Logistics (SOF AT&L) portfolio.
Background/Synopsis
USSOCOM requires a private capital cohort to help accelerate capability development across all USSOCOM Program Executive Offices. Private capital organizations must understand markets and technologies aligned with SOF interests and have expertise in academic and accelerator services. Understanding that awardee maturity can happen through commercial revenue, Prime partnerships, Phase III contracts, private investment, and other government opportunities, a solution provider must have expertise on all means to actualize the capability.
Objective
The objective is to provide a purpose-driven community around accelerating SOF capability to solve operational problems. This program will host in-person and virtual events focused on best practices to deliver new capabilities at speed and scale to the SOF warfighter.

Competitive Intervention, Proxy War, and Military Assistance: Anderson, Eyre, and Kuhlman
In Episode 146 of the Irregular Warfare Podcast, hosted by Kyle Atwell, Dr. Noel Anderson, General (Ret.) Wayne Eyre, and Lt. Col. (Dr.) Matthew Kuhlman discuss the dynamics of competitive intervention, the prevalence of weapons transfers and external military aid, and how proxy support can prolong conflicts by enabling escalation without decisive victory. The conversation highlights both the strategic and moral dilemmas policymakers face as multipolar competition increases the likelihood of proxy wars and external involvement in civil conflicts.

Modern conflict is rarely confined to kinetic battlefields. The distinction between economic statecraft and open warfare is vanishing, making the flow of capital as critical as the flow of munitions.
On February 5th, the Irregular Warfare Initiative’s Director of the Economic and Legal Warfare Project @Matt Flug will join @New North Ventures at their Innovation Summit: Securing our Future Agenda.
Join the event to hear Matt Flug and other panelists discuss Economic Warfare & Geofinance. They will analyze how adversaries exploit financial systems and how the U.S. and its allies must adapt legal and economic frameworks to compete in the gray zone.
For the IWI community, this is an opportunity to see how doctrine translates into market realities. Sign up to attend here: newnorthvc.com/boston-dualus…

Dr. Nicholas Krohley, a member of the IWI Europe team, published “Anchoring Intelligence: Ground Truth in an Age of Synthetic Deception” on War on the Rocks. He argues that as agentic AI accelerates synthetic deception, U.S. military intelligence must pair machine-versus-machine defenses with structured, human-generated ground truth. Without this balance, tactical speed risks outpacing strategic understanding.

Kevin Bilms analyzes how Iceland outmaneuvered the United Kingdom in the Cod Wars and what this history teaches about maritime counterinsurgency. His piece highlights national willpower, asymmetry of interests, political risk taking, and creative nonlethal tactics.
This is a compelling case study for understanding how small states can prevail in prolonged gray zone contests.

Pirates or Proxies? Lessons from the Uskoks for Today’s Irregular Warfare
The Uskoks of Senj were more than Adriatic raiders. They operated in the gray space between empires and became a proxy force that allowed the Habsburgs to pressure rivals while avoiding open conflict. Their story shows how small irregular actors can generate strategic effects far beyond their size.
In this article, Dr. Robert Redding explains how the Uskoks blended guerrilla tactics, maritime knowledge, and local networks to disrupt Ottoman and Venetian power. Their rise also reveals the perennial risks of proxy warfare. When a sponsor cannot fully control a partner force, tactical gains can quickly turn into strategic liabilities.
For practitioners and analysts, the Uskoks offer a clear reminder that proxy forces can shape the environment, but they also carry political, diplomatic, and economic consequences that often outlast the conflict itself.

#SWJTheDiscourse: Codifying Irregular Warfare—Inside the Pentagon’s new DoD Instruction 3000.07 | @IrregWarfare Initiative
“Episode 142 of the Irregular Warfare Podcast features Dr. Jonathan Schroden, Mick Crnkovich, and David Maxwell (@DavidMaxwell161, #SWJ Editor-at-Large) for a deep dive into the Pentagon’s new irregular warfare policy instruction—DoD Instruction 3000.07—and what it signals about how the U.S. military understands, organizes for, and competes in irregular conflict.
The discussion opens with why the United States Department of War updated its irregular warfare guidance after two decades of counterterrorism operations and amid renewed strategic competition with state adversaries. The guests explain how the new instruction reflects a shift away from a terrorism-centric framework toward recognizing irregular warfare as a persistent and central feature of #GreatPowerCompetition."
In this 5 minute preview, listeners will gain:
✅A clear explanation of what the new IW policy is—and what it is not.
✅Insight into why IW must be embraced by the entire Joint Force—not only #SpecialOperationsForces.
✅Context on the shift from counterinsurgency-era assumptions to today’s strategic competition environment.
✅A candid discussion on doctrine, definitions, and why “quibbling” is part of healthy intellectual development.
✅A whole-of-government perspective on political warfare and DoW’s role within it.
This preview is a concise but substantive primer on why #IrregularWarfare remains central to modern competition and why the United States cannot afford to overlook it.

Codifying Irregular Warfare: Inside the Pentagon’s New DoD Instruction 3000.07
Episode 142 of the Irregular Warfare Podcast breaks down what the Pentagon’s updated IW policy means for how the United States understands and prepares for irregular conflict. Dr. Jonathan Schroden, Mick Crnkovich, and Dave Maxwell discuss why DoD revised its guidance, how the new instruction reframes IW within strategic competition, and what challenges remain for turning policy into real institutional change.
The episode highlights the core question that continues to shape IW: how the joint force plans, trains, and competes when influence, not firepower, becomes decisive.
