The visit formed part of the activities surrounding the flag-off of the APC Presidential Campaign Council in Kaduna State and provided an opportunity for the Governor to reconnect with Plateau indigenes residing in Kaduna, acknowledge their invaluable support and reaffirm his administration’s commitment to the continued transformation of Plateau State.
The gathering attracted members of various ethnic nationalities, including women, youths, elders and traditional rulers, who expressed profound appreciation for Governor Mutfwang’s leadership and the remarkable strides recorded by his administration across the 17 local government areas of Plateau State. The community also expressed confidence in the administration’s development agenda and pledged continued support for his re-election in 2027.
Addressing the enthusiastic gathering, Governor Mutfwang expressed deep gratitude for the sacrifices and solidarity demonstrated by Plateau indigenes during the 2023 governorship election, particularly those who travelled from Kaduna to Plateau State to exercise their franchise in support of his candidacy.
He described their commitment as a profound demonstration of faith in his leadership and a compelling reminder of the responsibility his administration bears to deliver on its promises to the people.
“I am here to express my profound appreciation for the support you gave me during the 2023 election that brought me into office. Your sacrifices, your conviction and your unwavering belief in our vision for Plateau State will never be taken for granted.
“Since 2023, we have continued to work together, and I assure you that we will sustain this partnership as we move towards 2027. Our commitment to the people remains firm, and we will continue to build on the foundation we have laid to deliver greater development, strengthen our institutions and improve the quality of life of our people.
“I urge you to remain united, focused and steadfast in your prayers and commitment to a peaceful, united and prosperous Plateau State. Let us join hands to support President Bola Ahmed Tinubu for another term in 2027 so that the Renewed Hope Agenda can continue to deliver tangible benefits to our people and our nation,” the Governor stated.

Highlighting the achievements of his administration, the Governor reaffirmed his determination to accelerate infrastructural development, improve public services and expand economic opportunities across Plateau State.
He disclosed that road construction and rehabilitation projects were ongoing across the state’s 17 local government areas, with several projects already completed and commissioned. He assured the people that his administration would sustain the momentum, ensuring that infrastructure development reaches more communities and strengthens connectivity, commerce and economic activities.
On education, Governor Mutfwang explained that his administration had introduced far-reaching interventions to reduce the financial burden on parents and expand access to quality education. He highlighted the reduction of tuition fees by 50 per cent at Plateau State University and other targeted educational interventions, alongside increased scholarship opportunities for students.
He further noted that his administration had prioritised the accreditation of academic programmes across tertiary institutions, while investing in school infrastructure and the provision of learning materials to improve teaching and learning at the primary and secondary levels.
In the health sector, the Governor said his administration had intensified efforts to strengthen healthcare delivery through improved medical infrastructure, the provision of modern diagnostic equipment, expanded laboratory capacity and the revitalisation of primary healthcare facilities across the state.
He emphasised that the objective was to ensure that residents, particularly vulnerable and underserved populations, could access quality and affordable healthcare without unnecessary hardship.
On security, Governor Mutfwang reiterated that the protection of lives and property remained a central pillar of his administration. He said the government had continued to invest in security operations, intelligence gathering and community-based initiatives, working with relevant security agencies and stakeholders to confront threats and restore lasting peace.
He assured the community that his administration would not relent in its responsibility to safeguard the people and create a secure environment in which businesses could thrive, investments could grow and communities could live together in harmony.
The Governor also highlighted the introduction of the Tin City Metro bus service and other transportation initiatives designed to ease mobility and reduce the cost of transportation for residents. He explained that the interventions reflected his administration’s determination to make daily life more affordable while strengthening the movement of people and goods across the state.
Turning to the Federal Government’s contributions to Plateau State, Governor Mutfwang commended President Bola Ahmed Tinubu for what he described as significant support for the state’s infrastructural and development priorities.
He specifically cited the approval of major road projects, including the Akwanga–Jos–Bauchi–Maiduguri corridor and the Mararaban Jama’a–Mangu–Kanke–Langtang–Shendam–Ibi road, describing them as strategic investments capable of transforming transportation, stimulating commerce and opening up communities to new economic opportunities.
The Governor called on the people to support President Tinubu’s re-election in 2027, stressing that sustained cooperation between the state and federal governments would help accelerate development, attract further investment and consolidate the gains being recorded across Plateau State.
He further observed that Plateau State had assumed renewed strategic importance in the nation’s political landscape, recalling the historic role of late Chief Solomon Lar in national party leadership and describing the emergence of Prof. Nentawe Yilwatda as National Chairman of the All Progressives Congress as another significant moment for the state.
Governor Mutfwang said Plateau’s growing representation in national leadership presented an opportunity for the state to strengthen its voice, deepen political engagement and advance the collective aspirations of its people.
Earlier, the Deputy Governor, Her Excellency, Ngo Josephine Piyo, Secretary to the Government of the State, Arc. Samuel Nanchant Jatau and Director General Mutfwang/Piyo Campaign Council, Sir Joseph Ari, commended the Plateau Community in Kaduna for its steadfast support and enduring connection to the state.
They urged the people to sustain their solidarity with the administration and remain actively involved in the collective effort to build a peaceful, prosperous and progressive Plateau State. They also solicited their continued support ahead of the 2027 general elections.
In his remarks, the Chairman of the Plateau Community in Kaduna, Engr. John Nanpe, thanked Governor Mutfwang and his delegation for the visit, describing it as a demonstration of the Governor’s appreciation for Plateau indigenes living outside the state.

GOVERNOR MUTFWANG STIMULATES INSIGHTFUL SECURITY DISCOURSE AT NATIONAL INSTITUTE FOR SECURITY STUDIES (NISS)
…Says Political Will, Good Governance and Strategic Communication Are Essential to Curbing Violent Conflicts
The Executive Governor of Plateau State, His Excellency, Caleb Manasseh Mutfwang, has delivered a thought-provoking lead paper outlining practical strategies for addressing the persistent security challenges confronting Nigeria and other African countries, drawing from the experiences of rural communities in Plateau State to underscore the urgent need for a comprehensive, context-sensitive approach to crisis management and conflict resolution.
Governor Mutfwang delivered the lead paper at a crisis management seminar organised by the Directorate of Simulation and Crisis Management in collaboration with the National Institute for Security Studies (NISS) for participants of the Executive Intelligence Management Course 19 (EIMC 19), 2026.
The seminar, themed “Crisis Management Strategies for Addressing Ethnic Militias and Resource Competition in Africa: Implications for National Security,” held at the Rivers Learning Centre, National Institute for Security Studies, Bwari, Abuja.
Taking participants through the historical evolution of human settlements and social organisation, Governor Mutfwang traced contemporary security challenges to the complex relationship between population growth, competition for resources and the struggle for survival. He explained that as human communities expand, pressure on available resources intensifies, often creating tensions that, if left unmanaged, can escalate into violent conflicts.
He noted that resource competition has shaped human history, from prehistoric struggles over hunting grounds and freshwater sources to modern-day conflicts over oil, minerals, agricultural land and territory required to accommodate growing populations. According to him, these pressures, when compounded by social, political and economic inequalities, can become potent drivers of instability.
Governor Mutfwang observed that the convergence of resource competition with the desire of communities to preserve their existence, protect their identities and secure political influence has frequently resulted in violent contestations. He explained that ethnic militias often emerge within these circumstances, although their roles and the implications of their activities vary according to the context and the interests they serve.
The Governor emphasised that ethnic militias and competition over natural resources constitute a global security challenge, affecting countries across different continents, including parts of Asia and Africa. He noted that such conflicts often result in communal violence, forced displacement, destruction of property, the breakdown of social cohesion and ethnic segregation, with far-reaching consequences for national stability and human security.
Drawing from Plateau State’s experience, Governor Mutfwang cautioned against mischaracterising the nature and underlying causes of violent conflicts. He observed that although some interpretations have framed the violence in Plateau as herder-farmer clashes, a comprehensive understanding of the situation requires a careful examination of the circumstances, patterns and motives behind individual attacks.
He challenged security practitioners and policymakers to interrogate the realities on the ground, asking how attacks on sleeping communities and the forcible displacement of indigenous populations from their ancestral lands could be adequately explained without a thorough investigation of the actors, motives and broader context involved.
The Governor cited the March 2010 attack on Dogo Nahawa, also known as Dyemburuk, in which more than 500 people were reportedly killed, as a tragic reminder of the devastating consequences of communal violence. He also recalled the coordinated attacks on communities in Bokkos Local Government
Area on Christmas Eve in 2023, which left families bereaved, communities traumatised and residents in deep anguish.
He stressed that such incidents demand a security response informed by accurate intelligence, a clear understanding of local realities and an unwavering commitment to protecting innocent lives and property.
Governor Mutfwang identified several interconnected factors driving communal conflicts and insecurity across Africa. These include competition for scarce natural resources; population growth and demographic pressure; migration and population movements; the political manipulation and sponsorship of ethnic militias; struggles for political power and territorial control; and the proliferation of small arms and light weapons. He explained that these factors often reinforce one another, making conflicts more complex and underscoring the need for coordinated, sustained and multidimensional responses.
To address these challenges, the Governor outlined a range of practical measures, including strengthening good governance and inclusive political participation; ensuring the equitable distribution of resources; improving early-warning and early-response mechanisms; promoting dialogue, mediation and reconciliation; enhancing the capacity and responsiveness of security institutions; and curbing the proliferation of small arms and light weapons. He further advocated deliberate action to address poverty, unemployment and youth radicalisation, alongside stronger political will, improved inter-agency coordination, strategic communication and decisive measures to counter misinformation.
Governor Mutfwang stressed that effective crisis management requires more than reactive security operations, noting that sustainable peace can only be achieved when governments confront the root causes of conflict while building public trust, strengthening institutions and promoting inclusive development. He maintained that political will must be matched by consistent policy implementation, institutional accountability and effective coordination among security agencies, government institutions and local communities.
The Governor commended the professionalism of the Department of State Services (DSS), Plateau State Command, for intensifying intelligence gathering and maintaining a professional approach in responding to the prevailing security situation. He emphasised that timely intelligence, effective collaboration and responsible communication remain indispensable to preventing violence, protecting vulnerable communities and restoring public confidence in security institutions.
He called for a deliberate shift from reactive interventions to preventive strategies that address the underlying drivers of conflict and create conditions for lasting peace and stability.
The Commandant of the National Institute for Security Studies, J. O. Odama, commended Governor Mutfwang for his thought-provoking presentation, expressing confidence that the insights shared would deepen participants’ understanding of the complex security challenges confronting Nigeria and the wider African continent, while enriching their capacity to develop practical and sustainable approaches to crisis management.

He thanked the church for the invitation and described 115 years as a significant milestone, praying that God would perfect the good work He had begun and lead the church to greater heights.
Earlier, in his sermon, Reverend Idowu, focused on Psalm 100:4.
He admonished the congregation to continually seek God's presence as a pathway to spiritual growth and advancement.
Idowu also identified enlightenment, revelation and renewed strength as blessings believers experience in God's presence, encouraging the church to remain committed to advancing God's kingdom and impacting lives.
The anniversary featured praise and worship, special thanksgiving, prayers, goodwill messages and the cutting of the anniversary cake, with members of the church, past and present pastors, government officials and other dignitaries in attendance.

GOVERNOR MUTFWANG TO PARTNER WITH FIRST BANK TO BOOST PLATEAU ECONOMY
Plateau State Governor, His Excellency, Caleb Manasseh Mutfwang, has called for deeper collaboration between the Plateau State Government and First Bank of Nigeria to accelerate economic development, particularly in agriculture, mining, energy and rural development.
The Governor made the call when the Managing Director and Chief Executive Officer of First Bank of Nigeria, Mr. Olusegun Alebiosu, paid a courtesy visit to the Governor at the New Government House, Little Rayfield, Jos.
Intimating Governor Mutfwang on progress made so far, Alebiosu said the bank was interested in supporting agriculture and rural development in Plateau State, while exploring opportunities in energy, including solar power and power plants, as part of efforts to stimulate economic development.
He said the bank was also willing to support the mining sector and other productive activities, stressing that sustainable economic development required a strong partnership between government and the private sector.
“It is partnership and we need to get those things done,” noting that while investments in areas such as power generation could be driven by the private sector, government had a critical role in creating the enabling environment for businesses to thrive.
The First Bank MD, who commended the Governor for the initiatives being undertaken despite the security challenges confronting the state, said the bank was determined to deepen its relationship with Plateau and contribute to economic empowerment.
He disclosed that First Bank has 11 branches located in Plateau State, urging the state to give the bank the opportunity to do more in supporting its economic aspirations.
Responding, Governor Mutfwang commended First Bank for its transformation over the years, describing the development as evidence that innovation and a willingness to embrace change could produce remarkable results.
Mutfwang further challenged First Bank to consider immortalising the historic legacy of its Terminus branch, which he said was associated with the banking history of former British Prime Minister, John Major.
The Governor also urged the bank to deepen its relationship with Plateau communities, particularly through support for microfinance institutions, saying this would help expand access to financial services, expertise and guarantees for people at the grassroots.
Governor Mutfwang recalled the bank's contributions to Plateau, including its corporate social responsibility intervention for patients at the Jos University Teaching Hospital, and encouraged the institution to make such interventions more sustainable.
He said the state was ready to strengthen its partnership with First Bank, but expressed concern over the difficulty of accessing affordable developmental financing, particularly for agriculture and infrastructure.
“We can't expect upscale production as a nation if we are not able to provide the right financing structure for agriculture,” the Governor said, stressing the need to move beyond consumption to production and processing.
Governor Mutfwang expressed hope that First Bank, through its participation in the Bankers’ Committee and other platforms, would contribute to developing financing mechanisms capable of supporting increased production, processing and economic growth in Plateau State.

Governor Mutfwang commended the people of Pan Chiefdom and the Qua’an-Pan Local Government Area Traditional Council for the maturity and peaceful conduct demonstrated during the transition following the death of the late Long Pan, His Royal Highness Miskagam Emmanuel Dabang, on May 8, 2025.
Addressing the new monarch, the Governor urged him to lead with wisdom, humility, fairness and courage, stressing that his ascension came with the responsibility of carrying all sons and daughters of Pan along.
“Let your reign be defined by the ability to unite rather than divide, to heal rather than reopen old wounds, and to build bridges where differences exist.”
He also called on traditional rulers across the State to strengthen community relations, provide credible local intelligence and work closely with security agencies, stressing that “Security, therefore, must be treated as a collective responsibility.”
The Governor further cautioned against drug abuse, indiscriminate leasing of community and ancestral lands for mining, assuring that Government was developing modalities to ensure that the Federal Government, State, host communities and legitimate landowners derive appropriate benefits from mineral resources while protecting the environment.
He used the occasion to make a fresh commitment to the development of the Southern Zone, declaring: “We will see to the completion of 61km Dokan Tofa–Baap–Kurgwi and Jibam–Dokan Kasuwa Roads and ensure that the Southern Zone is connected to reliable electricity.”

Jacob Gyang Buba, represented by Mishkaham Mwaghavul, His Royal Highness, Da. Receiving the Staff of Office, Miskagam Jerome Goewam Leklat, who spoke through the Miskagam Doemak Cosmos Dakyap expressed joy, that the Long Pan is privilege to serve the Pan people, pledging unflinching support to the Time is Now Administration.
The Longpan emphasized the vulnerability of the Pan people to banditry and terrorism, appealing for an operational command as buffer along the Quaanpan–Mangu to Nasarawa corridor where assailants infiltrate the State.

GOVERNOR MUTFWANG HIGHLIGHTS PLATEAU
AGRICULTURE, ENERGY AS POTENTIAL OPPORTUNITIES FOR EUROPEAN INVESTORS
Plateau State Governor, His Excellency , Caleb Manasseh Mutwang, Esq, has called for a new phase of partnership between Plateau State and the European Union, anchored on mutual benefit, investment and the exchange of greater opportunities.
The Governor made the call on Tuesday, September 29,2026 while hosting the Ambassador of the European Union to Nigeria, His Excellency Gautier Mignot, to a state dinner at the Banquet Hall of the New Government House, Little Rayfield, Jos.
Speaking on the backdrop of the Ambassador's engagements with key institutions in the State, Governor Mutfwang said Plateau was prepared to deepen its relationship with Europe while also positioning its agricultural, energy, educational and cultural assets for international partnerships.
The Governor identified agriculture as one of the sectors where Plateau could build a stronger international partnership, drawing attention to the State's diverse agricultural products and its capacity for expanded production.
"We believe that there are many things that we can offer
Europe as land for agriculture becomes more scarce in Europe. You can be sure that Africa is just beginning investments in agriculture," Governor Mutfwang said.
He said the emerging relationship should be driven by mutual respect and shared interests, rather than a one-sided expectation of assistance.
Governor Mutfwang introduced the EU Ambassador to acha, one of Plateau's indigenous cereals, after observing his appreciation of the meal. He also called for livestock and dairy production as another area with significant potential, noting that Nigeria continues to spend substantial resources importing dairy products despite the opportunities for local production.
Beyond agriculture, the Governor placed energy development high on the partnership agenda, expressing appreciation for the European Union's collaboration in exploring energy solutions for health institutions across the State. He specifically called for the actualisation of the 5-megawatt hydropower project at Assop Falls, supported through UNIDO, saying Plateau looked forward to seeing the project come on stream.
"We hope that we will see that come on stream as soon as possible," Mutfwang said.
He said Plateau had commenced preparations to develop the sector and expressed the State's desire to benefit from European experience and technology in moving towards modern livestock management.
"We hope that with your own experience we will leap from where we are into the mechanized stage of livestock management," he said.
Governor Mutfwang further urged the EU diplomatic community to look beyond Nigeria's major commercial centres and explore Plateau State, recalling earlier and potential European partnerships in agriculture and industry.
Responding, EU Ambassador His Excellency Gautier Mignot, expressed appreciation to Governor Mutfwang for the hospitality extended to him, describing his first visit to Plateau as an experience that had left a strong impression.
"I was very curious to see it firsthand when I heard a lot about the wonderful weather of Plateau State and beautiful landscapes. And I must say I haven't been disappointed at all," the Ambassador said.
He, however, singled out the hospitality of the people as one of the most striking aspects of his visit. "But the hospitality of the people of Plateau State, I think, is what impressed me most in the last three to four hours," he said.
The Ambassador also commended Governor Mutfwang's detailed knowledge of the partnership between Plateau State and the European Union, saying he was impressed by the Governor's understanding of the various areas of cooperation.
"I was very much impressed that His Excellency was fully knowledgeable about our partnership, much more than ours, by the way," Mignot remarked.

Ambassador Mignot said he would share his experience with members of the European diplomatic community, particularly those who had not recently visited Plateau State.
"Many of my colleagues have already come to Plateau State. But I will tell my colleagues who haven't done that recently: don't wait to go to Plateau State. Go immediately," he said.
The Ambassador described Plateau as "one of the most beautiful and interesting and welcoming places" he had visited in Nigeria, reinforcing the Governor's invitation for stronger engagement between the State and European partners.
The visit and state dinner brought together the Deputy Governor, Hon. Josephine Piyo, top government officials, local government chairmen, heads of commissions and government agencies, Permanent Secretaries, representatives of the diplomatic community among others.
