Dear Ndugu @adoniaayebare, The United Arab Emirates is Uganda’s biggest trade partner. Bilateral trade reached 4.7 billion dollars in 2025. Yet new visas for Ugandans have been frozen since 6 June. The World Health Organization declared Uganda Ebola-free on 27 August. Almost three weeks later, the freeze is still in place. Prime Minister @RobinahNabbanja raised it in Dubai this week. Still no lift! Honourable Minister Adonia Ayebare: I am following your rest-of-the-world trek, but kindly look into unlocking the Gulf quickly. A blocked door to our largest market is not a health footnote. It is a tax on investors, traders, workers and students. I am optimistic that the Patriotic League of Uganda (@PLUsecretariat) will, with fierce urgency, treat visa-free travel accross the world as a national deliverable. Ugandans still queue for visas to the markets that matter most: the United Arab Emirates, Saudi Arabia, Qatar, the United Kingdom, the United States, the European Union, China, India and South Africa. A stronger passport is jobs, markets and dignity. Make visa-free access for Ugandans a priority—not a side issue. Warmly, M. Rwakakamba PC — 10590.

Government sponsorship into @Makerere and other Institutions of higher learning needs to be reformed. The district quota system should dominate with 75% of all admissions and the national merit system 25%. Science courses should be made deliberately available at 50% of district quota admissions. This way Ugandans will develop interest in rural schools and stop the haemorrhage of would be wealth creation resources into fees. In today’s plenary, I spoke for the ordinary Ugandan who sent me to Parliament. Our Education Must Reform. @ObothOboth @Thomas_Tayebwa

FINANCE MINISTER LAUNCHES MAKERERE UNIVERSITY STRATEGIC PLAN 2025-2030 Launching the new Strategic Plan at Makerere University, Finance Minister @henrymusasizi1 said Government is aware that sustainable economic transformation is fundamentally driven by knowledge, innovation, technology and human capital. The Minister said Makerere’s Strategic plan rightly commits the University to optimize its research potential for national and global transformation, adding that the strategic plan comes at a defining moment when the country is pursuing its vision of growing the economy tenfold to USD 500 billion by 2040. Musasizi commended Makerere for aligning its priorities with the fourth national development plan (NDP IV) and the Tenfold Growth Strategy. “I would like to see Makerere increasingly support government decision-making through policy research and economic modelling. Government institutions require timely credible and locally generated evidence to guide policy reforms and investments,” said the Minister. He pledged more support to the University through the Research and Innovations Fund, adding that the University must also continue to explore mechanisms to expand research financing, promote innovation ecosystems, support commercialization and strengthen University-industry collaboration. Musasizi also made a passionate appeal to the University leadership to join in the fight against corruption by outrightly rejecting it at the University and instilling values in the students they teach. He said corruption is stifling service delivery in the country and must be stamped out. The Vice Chancellor, Makerere University Prof. Barnabas Nawangwe said the Strategic focus areas are: Teaching and learning; research and innovations; institutional engagement, partnership and community impact as well as institutional capacity. “In the new strategic plan, we are making a bold commitment to reinforcing our identity as a research-driven, innovative, and globally competitive University,” said the Vice-Chancellor. The Chairperson of the University Council Dr. Lorna Magara said the new strategic plan presents a pivotal opportunity to build on the gains of the past five years and accelerate the University’s transformation.
