It’s that they went in the opposite direction on the most important issues and are trying to sell it as a positive.

Depending on staffing levels, four to six units may be taken out of service daily to meet this reduction. This could also mean closing a fire station for a shift if the outage occurs in a single house."

This is an excellent article and to me explains the last 2-3 years of politics better than anything else I’ve read.
Some of you are going to get upset, but everything in here is the truth whether anyone likes it or not.
This part stood out to me the most:
