Important meeting with @UN Commission of Inquiry on Ukraine. On the agenda are russian war crimes. IHL, The Geneva Conventions, international obligations - this is all empty talk for the kremlin. I'm grateful for the Commission's resolute recognition of all violations as crimes against humanity. This is a necessary step on the path to ensuring justice.

Today, Parliament accepted my resignation as Prosecutor General. This marks the conclusion of the most significant chapter of my life, filled with professional challenges during the most difficult times for our nation. It has been a time of crucial strides on the path to restoring justice for Ukrainians and transforming Ukraine's criminal justice system amid a full-scale war. Now, I can say with confidence that Ukraine is the first country in the world to systematically document and investigate war crimes while active hostilities are ongoing. 721 suspects have been identified, 514 indictments have been sent to court, and 133 war criminals have received sentences. My team and I have also focused on ensuring accountability for the crimes of aggression that have caused extensive, long-term harm to future generations. These include war crimes against the environment, ecocide, and crimes against our cultural heritage. Thanks to our systemic cooperation with the International Criminal Court, the world witnessed the historic first arrest warrants for Putin and Lvova-Belova. Four more warrants followed for senior military leaders of the Russian regime. We have also established cooperation with over twenty countries that have launched their own investigations into Russia's war crimes under the principle of universal jurisdiction. Charges have already been brought against Russian military personnel in proceedings in the United States and Lithuania. At the same time, we systematically addressed internal challenges and threats. For more than two years, law enforcement agencies have worked with exceptional coordination, demonstrating their effectiveness in fighting corruption and organized crime. Important steps have been taken towards full-fledged European integration — the Overarching Strategic Plan for Law Enforcement Reform has been developed, along with an action plan for its implementation. We have established partnerships in the areas of international legal assistance and extradition. We introduced people-centered approaches to working with victims and witnesses—a fundamental principle of criminal justice systems in the free world. We began implementing these principles in relation to cases of conflict-related sexual violence. To institutionalize these practices, we established the Victims and Witnesses Coordination Center, which is now providing assistance to over a thousand war crimes survivors. Yesterday, I signed an order to further expand the application of these approaches across the prosecution system. This is just a small part of what has been accomplished. None of these changes would have been possible without the support of civil society and international organizations. I sincerely thank all those who are working within the International Expert Council at @GP_Ukraine and those who support our initiatives in other ways. Unfortunately, not all systemic problems could be solved during my time in office. Therefore, following European practice, as the person politically responsible for the actions of subordinates, I decided to submit my resignation and asked Parliament to endorse it. I thank Parliament and President Volodymyr Zelenskyy for their trust. I thank our military forces for defending our freedom. I thank all prosecutors, investigators, detectives, special operations units, and our intelligence services, who secure public order, investigate crimes, and restore justice. On our path to ultimate victory, mistakes may happen. But I would like to reiterate that we should always remember our achievements as well. Our great victory is made up of the daily victories of each and every one of us—those defending us on the front lines and those working for the future of our motherland. Glory to Ukraine!

We continue implementing comprehensive measures to counter and prevent abuses within the prosecution service. Five regional prosecutor’s office heads and the head of a Specialized Defense Prosecutor’s Office have resigned. These include the heads of the Zaporizhzhia, Rivne, Ternopil, Kharkiv, and Cherkasy regional prosecutor’s offices, as well as the Specialized Defense Prosecutor’s Office of the Southern Region. All were receiving increased long-service pensions awarded by court decision. An internal investigation is underway into the legality of prosecutors obtaining disability status and receiving pension payments. Also today, the first meeting of the independent Commission for the selection of candidates for inclusion in the personnel reserve for filling managerial positions in regional and district prosecutor's offices was held at @GP_Ukraine. I initiated this commission to increase the transparency of appointments to these positions as part of the comprehensive HR reform launched this July. The commission will assess candidates’ professional qualifications and reputations. Additionally, the Council of Prosecutors supported amendments to the Law of Ukraine “On the Prosecutor’s Office” to prevent prosecutors from receiving both a salary and a pension simultaneously. Under these amendments, prosecutors will receive long-service pensions only after leaving their positions—“either salary or pension.” The relevant proposals will be submitted to the subject of the legislative initiative.
