ועוד נאמר שם כי בנושא תפיסת הביטחון של ישראל, על רבדיה עלתה מסקנה מרכזית ולפיה עקרונות היסוד שגובשו על ידי בן-גוריון "נותרו תקפים אך בפועל )הם( לא יושמו בשנים שקדמו ל־ 7.10" וכי ישראל התרחקה מיישומן במהלך השנים. למשל, בכל הנוגע להרתעה בסיסית, ישראל לא עמדה על מספר מרכיבים "שנראה שהיו להם השפעה ישירה על החלטת חמאס ליזום את מתקפת ה- 7 באוקטובר".
עוד צוין במסמך כי אחד המרכיבים הנוגעים להרתעה הבסיסית שישראל התרחקה מיישומו במהלך השנים הוא "תפיסת ההכרעה הקלאסית". ישראל, לפי המסמך, רידדה בעשורים האחרונים את חשיבות התמרון הקרקעי ההתקפי כמרכיב ליבה בהשגת הכרעה ויישמה ״תחליפי הכרעה״ בסבבים מול עזה מאז מבצע ״עופרת יצוקה״ בשנת 2008 , וזאת "ללא בחינה אסטרטגית באשר להשפעת עניין זה על ראיית הצד השני באשר לעוצמת ההרתעה הבסיסית של ישראל ונכונותה להילחם על הקרקע".
