Arson, sabotage, and drones: 52 suspected hybrid attacks by Russia and Belarus recorded in Europe.
According to an investigation by "Vot Tak" and various European media outlets, 48 incidents that occurred between April 1 and October 15, 2026, are linked to Russia, while four others are attributed to Belarus.
Cyberattacks and information operations are not included in this count.
The highest number of incidents—nine in total—was recorded in Poland. These include a fire at a facility that manufactures components for combat drones, as well as an arson attack on a Starlink station.
In Germany, there were attempts to target a defense company, an airport, and a military airfield; meanwhile, in Norway, GPS signals were disrupted.
Belarus is exerting migration pressure on the EU’s external borders and monitoring members of the opposition. Furthermore, weather balloons launched from Belarusian territory led to the temporary suspension of flight operations at Vilnius Airport.

This past week alone, Russia has launched around 1,600 guided aerial bombs, 48 missiles of various types, including ballistic missiles, and nearly 2,300 attack drones against Ukraine. Unfortunately, almost every day, these brutal strikes leave people killed and injured. In the evening, Russian strikes on the Dnipro region killed four people. My condolences to their families and loved ones. Another 22 people were injured, including an 11-year-old girl. In Vinnytsia, a Russian drone struck a high-rise apartment building. Six people were injured. In Kharkiv, the Russians first struck a home improvement hypermarket and then carried out a cynical double-tap strike on the emergency services that arrived at the scene. First responders were injured. There were also strikes overnight on a thermal power plant, substations, coal mines, grain storage facilities, shopping malls, and a postal logistics hub. Damage has been reported in nine regions.
This is how Russia responds to diplomacy and deisolation. And it is very important that support for those who protect lives not diminish alongside the negotiation process. We need to unblock the deliveries of Patriot interceptors already approved by European countries. We need to continue supporting Ukrainian combat aviation to defend against jet-powered “shaheds.” Every such defense package, especially ahead of winter, helps save lives. Ukraine, not Russia, has held the initiative in key sectors of the frontline for much of the year. Ukrainian forces have decisively defeated the main Russian offensive intended to complete the seizure of Donetsk Oblast in 2026. Ukrainian forces operationally defeated the Russian northern pincer in the Lyman direction and defeated the Russian military command’s plan to conduct a wide encirclement of Ukraine’s Fortress Belt.
Ukraine’s Operation Vivaldi resulted in the liberation of around 277 square kilometers and 16 settlements north and northeast of Lyman over four phases that Ukrainian 3rd Army Corps Commander Brigadier General Andrii Biletskyi began announcing in September 2026, although the operation likely began around March 2026.

Putin constantly asserts that Russian forces are making gains along the entire frontline. He makes claims of territorial gains so far from reality as to be fantasy. He hearkens back to the Soviet Union and the Red Army to evoke images of Soviet hordes overrunning the German Wehrmacht. But these claims, images, and maps of supposed Russian gains are all fictional. Reality is quite the opposite.
Russia’s Ministry of Defense has concluded contracts with nearly 46,000 foreigners from 151 countries around the world in total. About half of the foreign POWs interviewed by the Ukrainian side knew they would be fighting against Ukraine.
Brigadier General Dmytro Usov, secretary of the Coordination Headquarters for the Treatment of Prisoners of War, stated this at the fourth international conference Crimea Global: Understanding Ukraine Through The South.
“At the last conference, we presented figures showing that 28,000 foreigners from 138 countries had been mobilized or recruited into the Armed Forces of the Russian Federation. Today we already have a figure of nearly 46,000 foreigners who have signed contracts with the Russian Ministry of Defense, from 151 countries around the world,” Usov said.

A crashed drone was found about 100 meters from a home in Chiștelnița, Telenești district in Moldova. Police say no casualties have been reported. Officers cordoned off the area, while explosives specialists are heading to the scene to examine the drone and determine the circumstances.

The significance of Ukraine’s latest attack deep inside Siberia is becoming clear.
The Omsky Kauchuk facility hit tonight is Russia’s largest producer of MTBE, a critical chemical additive used to manufacture high-octane gasoline.
Yesterday, Ukraine targeted Togliattikauchuk, another major MTBE producer. Other facilities producing the additive, including SIBUR plants and several major Russian refineries, have also come under attack.
A pattern emerging is Ukraine targeting the chemical infrastructure essential to Russia's production of high-grade gasoline.
Without sufficient MTBE or alternative additives, Russia faces growing difficulties producing the fuel its economy and military depend upon.
Ukrainian drones have reached deep into Siberia in a spectacular another long-range operation, targeting Russia’s massive Omsky Kauchuk chemical plant in Omsk, approximately 2,500 kilometers from Ukraine.
Established in 1962, the Soviet-era industrial giant is one of Russia’s most important petrochemical producers, with several significant national distinctions:
- Russia’s largest single-unit MTBE production capacity, producing a critical additive used in high-octane gasoline.
- Russia’s largest isopropyl alcohol production facility, with an annual capacity of 60,000 tonnes.
- Russia’s second-largest MTBE producer, accounting for approximately 16% of national production in 2026.
- One of Russia’s leading phenol producers, accounting for approximately 18% of national production in 2021.
- A top synthetic rubber manufacturer, supplying materials used in tires, industrial equipment, hoses, and other civilian and military applications.

Russian forces are not winning on the battlefield, however, particularly as Ukrainian forces have stymied the planned Russian offensive to seize Donetsk Oblast. ISW has observed evidence that Russian forces suffered a net loss of 241 square kilometers of territory in Ukraine since September 1, 2026. The average rate of daily Russian advances has significantly declined since 2025, with an average of 0.25 square kilometers per day so far in 2026.
Ukrainian forces have, comparatively, been contesting and seizing the operational initiative across several sectors of the frontline throughout 2026, including most recently in the Lyman direction with Ukraine’s Operation Vivaldi which liberated over 270 square kilometers of territory and thwarted the Russian military command’s plan to encircle the Fortress Belt.
Russian forces are also facing mounting monthly casualties while the Russian recruitment rate continues to fall short of its loss rate. Russian forces have suffered almost 37,000 casualties thus far in October 2026 — much higher than the 31,270 casualties for all of October 2025.
The Kremlin may face mounting challenges in the coming months, should Ukraine continue to contest the operational initiative and disrupt Russian offensive plans, potentially further pushing Russian commanders to urge Putin to conduct a mobilization in some form.

Various Russian officials tried to present the October 21 meeting between US Special Representative to the Middle East Steve Witkoff and Russian President Vladimir Putin as evidence that Russia is willing to engage in meaningful negotiations to end the war while simultaneously attempting to extract economic concessions from the United States so that Russia can continue funding the war.
Other Russian officials meanwhile demonstrated Russia’s unwillingness to make any meaningful concessions toward ending the war in Ukraine.
