Below is the share of school funding from state sources for some of the students in Representative Matthew Overcast’s 155th State House district in Southwest Missouri. The Missouri public-school average: 32%.
Last year, HB 594 created a 100% Missouri income-tax subtraction for individuals’ federally reported capital gains—profits from stocks, real estate, cryptocurrency, and other assets. A Missouri Budget Project analysis, using ITEP distributional data, estimates that 80% of the tax benefit goes to the wealthiest 5% of taxpayers.
Representative Overcast (@Overcast4MO) voted yes on HB 594.
State Budget Director projects: the capital-gains tax cut will cause a $500 million first-year revenue loss and $360 million annually thereafter for that part of the bill.
Legislators are now trying to figure out how to fill this $500 million hole in the budget. I hope it is not taken from our rural schools.
