Russiaโs Defense Ministry plans to push December pay into January, starting this year. Troops fighting in Ukraine are exempt, so the wait falls on the rest of the ministryโs payroll.
The reason is a growing budget hole. Spending is set to overshoot the plan by about 10%, and the year-end deficit is now projected at 7.3 trillion rubles, or 3.2% of GDP. In September it was 2.2%.
The Soviet Union used a similar practice. Some traditions are hard to quit.

I can still picture myself standing in my kitchen, next to the coffee machine, two years ago.
Breaking news: Trump had won the presidential election.
I remember the shock, the disbelief, the overwhelming sense of dread. I could barely believe what I was seeing.
And this morning?
I experienced that same intense shock. But this time, for the exact opposite reason. ๐ฅนโค๏ธ
I stared at the election results in absolute disbelief.
This went FAR beyond anything I had dared to hope for.
Even the SENATE! And the House! Both! ๐บ๐ธ๐ค๐ผ
And after Elon Musk poured hundreds of millions of dollars into these elections, the results speak for themselves.
I know this doesnโt mean everything will suddenly be fixed. But I have so much hope that these results will bring meaningful improvements on many fronts.
Above all, for ordinary Americans. For families struggling to make ends meet. For farmers and small business owners. For people who deserve a better future.
And hopefully, the positive effects will reach far beyond Americaโs borders.
To my American friends: you have every reason to be proud of your participation in democracy today. โค๏ธ
