CrPC Section 109 - சந்தேக நடத்தை உள்ளவரை Magistrate கண்காணிக்கலாம். நல்லொழுக்க பத்திரம் வாங்கலாம். 1 வருடம் வரை கட்டுப்படுத்தலாம். குற்றம் நடக்கும் முன்பே தடுக்கலாம்!
CrPC Section 151 - குற்றம் நடக்கும் என்று நம்பிக்கை இருந்தால் Magistrate ஆணை இன்றி காவல்துறை நேரடியாக தடுத்து வைக்கலாம். இது Article 21 எல்லைக்குள் இயங்கும் சட்டபூர்வமான அதிகாரம்!
Mental Healthcare Act 2017 Section 89 - தனக்கோ பிறருக்கோ தீங்கு செய்யும் அபாயம் இருந்தால் நீதிமன்ற ஆணையின் படி கட்டாய மனநல சிகிச்சை அளிக்கலாம். இது உரிமை மீறல் அல்ல - இது சமூக பாதுகாப்பு!
POCSO Act 2012 Section 43 - அரசு கட்டாயமாக விழிப்புணர்வு திட்டங்கள் நடத்தணும். தடுப்பு நடவடிக்கை எடுக்கணும். இது சட்டத்தின் கட்டளை!
இந்த நான்கு சட்டங்களையும் இணைத்து - சந்தேக நபர்களை இப்போதே உள்ள சட்ட வழிமுறைகளில் அடையாளம் கண்டு, 30 நாளுக்கு ஒருமுறை Magistrate மேற்பார்வையில் - ஒரே ஒரு Proactive கொள்கை கொண்டு வரலாம்:
“Behavioural Intervention & Rehabilitation Centre - BIRC”
1.சந்தேக நடத்தை உள்ளவர்களை காவல்துறை முன்பே அடையாளம் காணணும்.
2.நீதிமன்ற ஆணையின் படி மட்டுமே Centre-க்கு அழைக்கணும்.
மனநல ஆலோசனை, தொழில் பயிற்சி, கண்காணிப்பு வழங்கணும்.
3.குறிப்பிட்ட காலத்திற்கு மறுவாழ்வு - இது தண்டனை அல்ல, Proactive தடுப்பு நடவடிக்கை
நிதி உண்மை - சிந்தியுங்கள்:
தமிழகம் முழுவதும் 44 BIRC Centres நடத்த ஆகும் செலவு வெறும் ₹31.68 கோடி மட்டுமே. ஆனால் Reactive approach-ல் இழப்பீடு மட்டுமே ₹3,484 கோடிக்கும் மேல். Fast Track Courts தனியே ₹1,572 கோடி. காவல்துறை, விசாரணை, சிறை செலவு இன்னும் கோடிகளில் தனியாக.
மொத்தம் பாருங்கள் - ஒரு குற்றம் நடந்த பிறகு அரசு செலவிடும் பணம் ஒரு BIRC Centre-ஐ பல ஆண்டுகள் நடத்தும்.
குழந்தையின் வலியை பணத்தில் அளவிட முடியாது. ஆனால் இந்த கோடிகள் தடுப்பு நடவடிக்கைக்கு சென்றிருந்தால் - இன்று ஒரு தாயின் கண்ணீர் தடுக்கப்பட்டிருக்கும். ஒரு குழந்தையின் வாழ்வு காப்பாற்றப்பட்டிருக்கும். மிச்சமான கோடிகளில் பள்ளிகளும் மருத்துவமனைகளும் கட்டப்பட்டிருக்கும்.
குற்றம் நடந்த பிறகு அழுவதை விட - நடக்காமல் தடுப்பதே உண்மையான அரசாங்கம்!
தமிழக வெற்றி கழகம் இந்த BIRC கொள்கையை கொண்டு வந்தால் - தமிழகம் மட்டுமல்ல, இந்தியாவிற்கே நாம் முன்னுதாரணமாக திகழுவோம்.
நம் குழந்தைகள் பாதுகாப்பாக வாழணும். அதுவே உண்மையான அரசியல். அதுவே உண்மையான நீதி!

Scores of children have gone missing and 100s of murders have happened over the last 5 years too. Honestly, how many do you recall seeing on the breaking news everyday?
Then, why this sudden media uproar? Now let’s connect the dots.
TVK’s vote base is the youth, women and families who see Vijay as Anna, Thai Maaman and Vijay Maama.
Targeted fear is being amplified around that particular section, who form the strong support base with the help of media houses.
With by-elections around the corner and barely 20 days left before the no-confidence motion deadline, this reporting has become very aggressive. How can one not ignore the timing?
We are not dismissing the legitimate concerns about public safety.
At the same time a neutral media should also publish the data, compare the numbers and then debate.
Always know that: Politics is a ruthless game. The opposition will weaponize every issue and stoop to any level if it serves their political survival. Nothing is off limits when power is at stake.

But the most vulnerable of them according to the dmk was John who was the strategist and had no strong background. So for them he was easy prey.
He was living in a rented house along with his wife and mother. They threatened the landlord , John was asked to vacate immediately. Where can he go with his mother and wife ? With so much political churning happening. His presence was required at work and at the same time he has to provide roof for his family. Hence , he hurriedly bought a house using his company proceeds.
What is heartless in this ? Especially when this criticism is made by savukku Shankar who did not even go to his son’s funeral and who shamelessly sought adjournment citing the same reasons in court.
