தமிழக வெற்றிக் கழக அரசு பதவியேற்ற பிறகு மிகப்பெரிய ஐஏஎஸ் அதிகாரிகள் மாற்றத்திற்கு தயாராகி வருகிறது. தலைமைச் செயலக வட்டாரத்தில் இருந்து வெளியாகியுள்ள தகவல் பெரும் பரபரப்பை ஏற்படுத்தியுள்ளது.
என்ன நடக்கப் போகிறது?
நம்பத்தகுந்த வட்டாரங்களில் இருந்து கிடைத்த தகவலின் படி,
1. மொத்த ரீ-ஷஃபிள் (Reshuffle): விரைவில் முக்கிய ஐஏஎஸ் அதிகாரிகள் அதிரடியாக இடமாற்றம் செய்யப்பட உள்ளனர்.
2. யார் யாருக்கு ஆப்பு?: இந்த மாற்றத்தில் வெறும் மாவட்ட ஆட்சியர்கள் மட்டும் அல்ல, அரசின் மிக முக்கிய தூண்களாக இருக்கும் கூடுதல் தலைமைச் செயலாளர்கள் (Additional Chief Secretaries) மற்றும் முதன்மைச் செயலாளர்கள் (Principal Secretaries) பலரும் இடமாற்றம் செய்யப்பட உள்ளனர். அதாவது முக்கிய துறைகளின் தலைகள் அனைவரும் மாற்றப்பட உள்ளனர்.
3. அரசின் முடிவு உடனடி அமல்: இது தொடர்பான கோப்புகள் தயார் நிலையில் உள்ளதாகவும், அரசின் முடிவுகள் விரைவில் அதிகாரப்பூர்வமாக அமல்படுத்தப்படும் எனவும் தெரிகிறது.
இதில் ஹைலைட் - முதல்வரின் செயலாளர்கள் மாற்றம்?
இந்த மொத்த மாற்றத்தில் மிகவும் முக்கியமாக பார்க்கப்படுவது முதல்வரின் செயலாளர்கள் (Chief Minister's Secretaries) மாற்றம் தான்.
முதல்வர் விஜய் அவர்களுக்கு நேரடியாக உதவி வரும் செயலாளர்கள் மத்தியிலும் மாற்றம் கொண்டு வர ஆலோசனை நடந்து வருவதாக தகவல் வெளியாகியுள்ளது. ஆட்சிக்கு மிகவும் நெருக்கமான, நம்பகமான அதிகாரிகளை அந்த இடத்தில் கொண்டு வர தலைமை திட்டமிட்டு வருகிறதாம்.
ஏன் இந்த அதிரடி?
ஆட்சி அமைந்து சில மாதங்களே ஆன நிலையில், தனது திட்டங்களை வேகமாக செயல்படுத்தவும், பழைய ஆட்சியின் அதிகாரிகளை மாற்றி, புதிய, வேகமாக செயல்படும் அதிகாரிகளை களத்தில் இறக்கவும் முதல்வர் விஜய் முடிவு செய்துள்ளதாக கூறப்படுகிறது. விரைவில் 5 தொகுதி இடைத்தேர்தல் வர உள்ள நிலையில், நிர்வாகத்தை தன் கைக்குள் கொண்டு வர இந்த மாற்றம் அவசியம் என அரசு கருதுகிறது.
விரைவில் இதற்கான அதிகாரப்பூர்வ அரசாணை வெளியாகும் என எதிர்பார்க்கப்படுகிறது.

தமிழ்நாட்டில் தனியார் மருத்துவக் கல்லூரிகளில் 688 எம்பிபிஎஸ் இடங்கள் நிரப்பப்படாமல் உள்ளன. அதிகாரபூர்வமாக வசூலிக்கப்படும் கட்டணம் அதிகம் என்பதால் மாணவர்கள் சேர முன்வரவில்லை.

you say that my home minister, amit shah has offered a special session to debate.
you say that if rahul gandhi - the leader of opposition, wants to debate my prime minister, he should come to the parliament.
ma'am, let's start by pointing out some facts.
jul 20 - the parliament session opens. narendra modi, the ever so hon'ble prime minister - addresses the media - outside the parliament. he asks for a fact-based debate.
jul 24 - Amit Shah's National Honour Bill is introduced in Rajya Sabha, by Nityanand Rai, who is MoS for home affairs. Jairam Ramesh asks "Where is the Cabinet Minister". This is present in the RS Transcript.
jul 29 - Rahul Gandhi, the leader of opposition - asks "why is the Home Minister not here today?". This is also present in the LS Transcript.
jul 30 - Rahul Gandhi asks "why Shah is so scared of coming to Parliament"
aug 4 - Amit Shah, is seen in the parliamentary complex. at an NDA Parliamentary Party Meeting. He Doesn't enter the house. as per reporting from Navbharat Live.
aug 6 - Mallikarjun Kharge, in Rajya Sabha, asks "Why is the Prime Minister not coming? Why is the Home Minister not coming?" as Per Kerala Kamudi - this is consistent with the RS transcript.
aug 11 - congress MP Manickam Tagore attacks the absent home minister. as per reporting by the ANI.
aug 12 - Amit Shah says to the media, "have been coming to Parliament regularly since the Session began; I sit in my chamber."
talking to the media, at around 12:30 PM, Amit Shah offered "If the Opposition wrote to the speaker, there would be a debate from 3 PM wednesday (12 aug - the same day) to 3 PM thursday (13 aug - the next day)
this was roughly a 2 hour window to submit the letter.
he further said "I will sit in the House; I will listen to everyone and respond to every point."
Rahul Gandhi said "We are not interested in listening to his lecture, Who shot those students? Who blinded that student? Who ordered the lathi charge?"
this referred to the Pellet Shots fired at the Student, Sahil Lochav. He asked about the Lathi Charge that happened in the protests on July 20th.
The Opposition wanted a statement from Shah about this, Shah wanted them to submit a letter to the speaker, in a window of roughly 2 hours - after not being present for 17 straight settings. with no recorded appearance.
aug 13 - Lok Sabha sits for 4 minutes. 11:00 AM to 11:04 AM. The National Song, Vande Mataram, is played. and then, the house is adjourned sine die. Both ever so honourable Prime Minister Narendra Modi and Home Minister Shri Amit Shah were present on these days. for the 4 minutes.

These were the facts I have pointed out. I have not said anything that was my own opinion. I have not framed the facts in a way that support any party. My facts were gathered by scraping Documents from the LS and RS portal, OCR'ing the PDFs, then parsing them and then Aggregating News Sources. - and pointing out facts from them. Cold, Hard, Records.
I have not asked any questions yet - which I will do now.
I am a human. I have evolved Pattern Seeking skills.
I spot a pattern here. I see that for the entirety of the Monsoon Session, Prime Minister Modi, and Home Minister Shah, did not utter a word on the record of the Lok Sabha. They were not present in the house except for the last 4 minutes, on the last day.
Shah says "He was sitting in his cabin",
Ma'am, I don't think debates happen when you sit alone in a cabin. It happens on the floor, where the other side can ask questions too.
I don't see a meaningful debate happening in an environment like the Parliament. I say this with utter disappointment.
If Parliament is the venue for debate, why did the two most senior members of the government not speak there once in 19 sittings? And why was the one offer to debate made to the press on the 18th day, with a deadline of a couple of hours?
Why are there "offers" even? I think it is your responsibility to be in debates because that is your entire job.
As you say, "Demanding answers also carries an obligation to hear them." -- Well, were Amit Shah or Narendra Modi, hearing the Questions being asked? They were not in the house even.
Please Answer my Doubts. I would be very obliged if you do so.

தமிழ்நாட்டில் மொத்தம் எத்தனை FL2 பார்கள் இருக்கு?
FL2 என்பது சாதாரண பார் இல்லை. *Non-Proprietary Club / மனமகிழ் மன்றங்கள் பெயரில் உறுப்பினர்களுக்கு மட்டும் மது வழங்கும் உரிமம். இது TASMAC பார் (2500 பார்கள்) இல்லை.
- அரசின் அதிகாரப்பூர்வ Policy Note 2026-27 படி 869 FL2 லைசென்ஸ்கள் தமிழ்நாட்டில் செயல்பாட்டில் உள்ளன.
- RTI தகவல் படி கடந்த மாதம் வரை *868 FL2 லைசென்ஸ்கள் செயல்பாட்டில் உள்ளதாக மதுவிலக்கு ஆயத்தீர்வைத் துறை பதிலளித்துள்ளது.
- ஆனால் கடந்த 2021 முதல் 2026 வரை மட்டும் 1300-க்கும் மேற்பட்ட புதிய FL2 கிளப்புகள் தமிழகம் முழுவதும் திறக்கப்பட்டுள்ளன. கோவை மாவட்டத்தில் மட்டும் 78 FL2 பார்கள், 2021-ல் 16 இருந்தது இப்போது 87 ஆக உயர்ந்துள்ளது.
எத்தனை பேர் புதுப்பிக்காமல் இருக்காங்க?
அரசாணையில் சரியான எண்ணிக்கை குறிப்பிடவில்லை. ஆனால் காரணம் இதுதான்:
விதி 21-ன் படி FL2 உரிமையாளர்கள் 2026-2027 ஆண்டிற்கான புதுப்பித்தல் கட்டணத்தை 31.03.2026-க்குள் செலுத்த வேண்டும். பலர் செலுத்தவில்லை.
காரணம்:
1. FL2 உரிமக் கட்டணம் Privilege Fee - சென்னையில் ரூ.10 லட்சம், மற்ற இடங்களில் ரூ.6 லட்சம் வரை உள்ளது.
2. மேலும், மதுவிலக்கு கமிஷனர் *
14.05.2026 அன்று FL2 கிளப்புகள் பொழுதுபோக்கு நடவடிக்கைகள் நடத்துகிறதா? இல்லை பாராக மட்டும் செயல்படுகிறதா? என ஆய்வு செய்யஅனைத்து கலெக்டர்களுக்கும் உத்தரவிட்டார். இதனால் பல கிளப்புகள் பயத்தில் புதுப்பிக்காமல் இருந்தன.
3. சமீபத்தில் 717 TASMAC கடைகளை மூடியபோது FL2 பார்களுக்கு சாதகமாக நடந்ததாக புகார் எழுந்தது.
இதனால் நூற்றுக்கணக்கான FL2 உரிமையாளர்கள் கட்டணம் கட்டாமல் நிலுவையில் இருந்தனர். அவர்களுக்குத்தான் இந்த சலுகை.
இந்த அவகாசம் எதற்கு? 50% அபராதம் ஏன்?
இது One Time Measure - ஒரு முறை சலுகை!
- விதி 21-ன் படி காலம் தவறினால் லைசென்ஸ் ரத்தாகிவிடும். அதிலிருந்து விலக்கு (Exemption) அளித்து, தமிழ்நாடு மதுவிலக்கு சட்டம் 1937 பிரிவு 54-ன் கீழ்* ஆளுநர் சிறப்பு அனுமதி வழங்கியுள்ளார்.
- நிபந்தனை: சாதாரண லைசென்ஸ் கட்டணத்துடன் கூடுதலாக 50% அபராதம் சேர்த்து கட்ட வேண்டும்.
- ஏன் அக்டோபர் 31? ஏனென்றால் அதே நாளில் தான் TASMAC இணைப்பு பார்களின் (2500 பார்கள்) உரிமமும் முடிகிறது. புதிய டெண்டர் நவம்பரில் வர உள்ளதால், FL2-களையும் அதே தேதிக்குள் சரி செய்ய அரசு முடிவு செய்துள்ளது.
இதன் பின்னணி என்ன?
அரசுக்கு இதனால் இரண்டு லாபம்:
1. FL2 பார்கள் மூடினால் அரசுக்கு ஆண்டுக்கு *ரூ.6 லட்சம் முதல் 10 லட்சம் வரை Privilege Fee* இழப்பு ஏற்படும். 869 பார்கள் என்றால் சுமார் *ரூ.60 கோடி வரை* வருவாய் இழப்பு.
2. பார்களை மூடினால் கள்ளச்சாராயம் பெருகும் என்பதால், அபராதத்துடன் புதுப்பிக்க அனுமதித்து அரசு வருவாயை பாதுகாக்கிறது.
ஆக, புதுப்பிக்காமல் இருந்த நூற்றுக்கணக்கான FL2 பார் உரிமையாளர்களுக்கு கடைசி வாய்ப்பாக 50% அபராதத்துடன் கட்டி தப்பிக்க அரசு வழி விட்டுள்ளது. இல்லையென்றால் லைசென்ஸ் கேன்சல் தான்!

Justice N. Ramesh of #MadrasHighCourt has expressed strong disapproval of the manner in which MIDS Associate Professor A. Kalaiyarasan was picked up by the police from his residence in the early hours on the basis of a fake Instagram post.
Though a Minister had acknowledged the lapse and the Chief Minister had met the victim in person, the judge said: “The grace shown at the end does not answer the questions being raised: On what verification were plainclothes officers sent to a citizen’s doorstep at dawn over a social media comment? And what action has followed against those who so acted?”
He went on to state: “An apology, however high its source, is not accountability, and a remedy that depends on the Chief Minister’s personal intervention is not a remedy at all. Secondly, that gentleman’s eminence secured his release within hours and an audience at the Secretariat; a common citizen with no access to power, taken at dawn on the same mistaken complaint, would have tasted the lock-up, the remand and the long road of a trial before anyone asked whether the account was even his.”
The judge also wrote: “The measure of a police force is not how it treats the eminent when the press is watching, but how it treats the unknown when nobody is watching. It is against that measure that the handling of political speech—this case included—falls to be judged.” @THChennai @the_hindu

Many salary earners, business taxpayers, give fake documents generated by AI to claim tax deductions like political donation, HRA, house rent agreement, education loan certificate, and interest payment.
Remember now, the Income Tax Department also uses AI to detect fake documents and their AI is more powerful than the free AI available in the market.
Never upload any fake document or claim fake certificates. This not only leads to penalties, but may also lead to prosecution & jail.
In my office, we have received more than five notices of clients in the last two months. They were issued to tax claim fake deduction of interest on education loan & HRA.
Out of the five above notices, four of the taxpayers have filed their returns through a consultant who was not even a CA and trapped them by giving a promise for a higher refund. One of them filed by themselves and claimed fake deduction.
Never file your tax return other than through a professional chartered accountant, whom you can trust and who can guide you correctly.
